Research On Agent Construction System Of Non-profit Government Investment Construction Projects

Recently, China is faced with the period of strategic opportunity and the period of sharpcontradictions. And the reform and development of the agent construction systems of thenoncommercial construction projects invested by the government are facing not onlyopportunities but also challenges. Since 2015 is the key year to deepen the comprehensivereform, the reform of the agent construction systems should seize the chances and make itsmark. After The Decision on Reform of Investment System promulgated by the Sate Council in2004, the agent construction system is put into practice in Huizhou. There are three types ofagent construction system in Huizhou, which includes the headquarters pattern, the enterprisepattern and the standing agent construction institution pattern. Based on Transaction CostTheory, this paper introduces and analyzes the accomplishment and the problem of thepractice of three types of agent construction system in Huizhou through literature review,normative analysis, case study and comparison research. My study comes to someconclusions: firstly, the headquarters pattern will generate high transaction cost because ofinternal coordination; secondly, the enterprise pattern is usually trapped in the dilemma ofinformation asymmetry; thirdly, the standing agent construction institution pattern can avoidthe problems occurred in the previous pattern, but it is defective as well. Therefore, based onthe practice in Huizhou and the experience both at home and abroad, we propose the mixedmodel of agent construction system of noncommercial construction projects invested by thegovernment. In a word, research on agent construction system is still in an exploratory stage,and a variety of models run parallel. How to strike a balance between the organization and themarket? Choose which pattern can help to build a service-oriented and responsiblegovernment? The questions mentioned above give us much to chew on.
