Quasi-public Goods In Rural Areas, Market Supply Study

Premier Wen Jiabao declared the abolition of agricultural taxes all over the country in the National People's Congress held in March 2006,which means entering an era of zero tax for Chinese farmers. At the same time, although the abolition of agricultural taxes could reduce the burden of farmers, but it indirectly weakens the financial capacity of rural grass-roots government,which makes the provision situation of rural quasi-public goods become more severe. In view of this, according to market reform wave of public goods in foreign countries and practice of market provision of rural quasi-public goods in our country, this paper studies the problems of market provision of rural quasi-public goods in our country and puts forward the corresponding measures,I hope it is good for broadening provision channels of rural quasi-public goods and remitting the provision situation of rural quasi-public goods.This paper firstly defines the related concept of rural quasi-public goods and expounds the classified standards of rural quasi-public goods,then compares the government provision efficiency and the market provision efficiency of rural quasi-public goods in order to providing the basis for market provision of rural quasi-public goods.Then this paper makes case analysis for the market of rural electromechanical wells of Shandong province,which is an example of rural quasi-public goods,finding that the market provision of rural quasi-public goods is affected by multiple factors,in which the most important factors are income levels of farmers and government policy. Based on this, in contact with market provision practice of rural quasi-public goods, this paper analyzes the problems faced by the market provision of rural quasi-public goods.They mainly include the problem of credit constraints, the problem of insufficient provision caused by external effects, the problem of rent seeking and uncertainty of property rights issue.Based on the preceding analysis, this paper draws its own conclusions: compared with the government provision, the market provision of rural quasi-public goods has comparative advantages,at the same time, the market provision of rural quasi-public goods needs conditions; the market provision of rural quasi-public goods doesn't mean denying the role of government, on the contrary, only through full cooperation of the two,we could improve the market provision level of rural quasi-public goods. Then this paper puts forward the corresponding measures,they mainly include broadening the financing channels of market providers, reasonably arranging the provision priority of rural quasi-public goods, consummating the system of property rights, improving the degree of organization of farmers and changing the role and functions of government.
