Research On Old-age Security In Rural Areas Of Heilongjiang Province

Old-age insurance, supporting policies and measures have been basically popularized in Chinese cities, but old-age security measures, even the whole social security system is still at a loss or lack of sustainability in most rural areas. Heilongjiang is a major agricultural province. With the rising proportion of elderly population, the rural population structure transits from young to old age structure type and gets into aging society. The solutions of huge rural population proportion and the pension problem are so immient.Through the study of rural social old-age security system in Heilongjiang Province and combination with our province characteristics and actual situation in country, thesis puts forward the ides of rural social old-age security system in order to solve problems that the existing old-age security system facing in rural social, which has theoretical significance and practical significance. Establishing and improving the rural old-age security system, could provide theoretical basises of improving the theory system of rural social old-age security system, establishing urban-rural integration of social old-age security system and deepening the economic restructuring in rural areas; thus not only can solve the problem of rehousing the elderly population in rural areas, more create a favorable environment for the economic development in Heilongjiang Province and open up roads for the popularity of old-age security in rural China; thus can advance industrialization and urbanization process in Heilongjiang Province, the elimination of urban-rural dual structure, achive social equity, keep social stability and accelerate the practice process of constructing a new socialist countryside.Firstly, the thesis describs the theory of rural old-age security system, sets out Marx's social security theory, the Keynesian theory of effective demand, citizenship theory, the meaning of the theory of social redistribution, which is related to the rural old-age security;the thesis uses quantitative method, qualitative method and other analytical methods, analysis the data in recent years, describs the status of rural old-age security in Heilongjiang province and sums up the problems and their causes; secondly, learning from advanced experience of Singapore, Japan and Xinjiang and Qingdao, the thesis puts forward a series of highly suggestive measures and countermeasures in order to provide a theoretical reference of promoting the establishment and development of rural social security system and provide a theoretical basis of establishing urban-rural integration of the social old-age security system and deepening the rural economic restructuring, futher promote the development of the entire social security system.
