Vocational rehabilitation is a part of the comprehensive rehabilitation; it is a dynamic rehabilitation process that aims at helping the handicapped to obtain and keep appropriate occupation and then participate or re-participate in social activities. Vocational rehabilitation is a vital passport for the employment-transition handicapped to explore their human resources, to promote their employability. Meanwhile, vocational rehabilitation plays a significant role in helping the handicapped to realize their value and dignity, to obtain independent economic status, to guarantee their basic life, and to participate in social life equally.Scientific and reasonable vocational rehabilitation models is an effective guarantee for positive vocational rehabilitation outcomes, however, the current vocational rehabilitation system is still faultiness and lack of scientific reference models. Therefore, it is quite necessary to explore the implementation models for the vocational rehabilitation services. The author attempts to analyze the status quo of the vocational rehabilitation system and endeavor to construct a model for the vocational rehabilitation system by literature reviews, in-depth interviews with the stakeholders, meticulous observations and self-experience in rehabilitation organizations. The research provides a reference for the implementation of vocational rehabilitation, and offers related materials and directions for further studies, thus has a certain theoretical and practical significance.The research falls to the five parts as follows:the first is an introduction, presents the goals and significance of the research, literature reviews and research methods and processes; the second part mainly explains the correlation theory foundations of vocational rehabilitation services; the third part is the interview with stakeholders, which aims at investigating and analyzing the status quo of vocational rehabilitation; the fourth part is the model construction and its interpretation of vocational rehabilitation; the fifth part is the researcher's reflection, the researcher indicate the limitation of the research and the direction of further study.
