Research On The Use Efficiency Of The Work Injury Insurance Rehabilitation Fund

This paper based on the direction which is solving the problems of work injury insurance system, ”Prevention- Rehabilitation-Compensation”.It discuss the present situation and problems of rehabilitation fund of vocational insurance using,and sum up how to improve the efficiency.This paper's object is the efficiency of the use of the vocational rehabilitation fund.Then defined related concepts. On the basis of holistic rehabilitation, social minimum cost, game theory and social security levels appropriate theory, I create several indexes----rehabilitation work injury insurance fund rate, the rate of industrial injury insurance fund balances, injury rehabilitation(using) rate, injury disability rate. Based on these indexes, I ebaluated the efficiency of the use of the vocational rehabilitation fund in the pilot areas. On the one hand, the higher the overall investment in the pilot area rehabilitation work injury insurance fund efficiency, the absolute scale of investment to enhance the economic viability of its legislation first, early the idea of intervention should be promoted; on the other hand, there is no provision for the institutional system specification form, there are also vocational rehabilitation payments cover less content, a single payment, the fund using the evaluation system is imperfect, the low regulatory efficiency.The funds efficient of existing problems will help the management of vocational rehabilitation fund more scientific, institutionalised and standard.Scientific analysis the vocational rehabilitation fund needs,broaden the vocational rehabilitation fund financing channels, establish an early intervention mechanism, establish a budget management system, build scientific management ring, vocational rehabilitation, such as re-employment to absorb the system.On the one hand, improve the degree of rehabilitation of injured workers, on the other hand, actively promoting the cause of vocational rehabilitation of injured workers, to help them return to work as early as possible in social life again.Not only can improve the degree of rehabilitation of injured workers, saving vocational insurance fund, but also can reduce the social costs in the long-term significance.
