Extensive land development and consolidation in the country, because of thehuge workload, paper-based information is complicated, inefficient manualmanagement, backward management, management of information as the means of theinevitable choice of land and resources. In concluding on the basis of the status quoand the system of domestic and international land development and consolidation ofproject management construction, pointed out that current research focus of theproject management and system construction and the existing problems. FinishingSuining Land Resources Bureau of Land Development project management, forexample, based on GIS technology, combined with the current mainstream databasetechnology, network technology, office automation technology, advanced techniquesand theoretical methods to establish project management as a means to theGovernment service-oriented information systems.Land development and project management, pre-survey and data collection, acomprehensive overview of the actual implementation of the management process,and simplified conceptual model and a flow chart describing the projectimplementation and management of business processes. Through the analysis of thestrengths and weaknesses of existing systems, combined with the Suining localsituation, needs analysis and planning, project management, and established the mainobjectives of the system construction. The building blocks of the project based onneeds analysis of the overall system analysis and design, and discusses the specificdesign of the database. The main design of the system functions to achieve in twoparts: First, customized business process workflow, streamline business acceptance,audit and other functions, the module is based on e-government platform to becustomized or secondary development, outstanding workflow technology andWebGIS in project management, systems and other business departments, cooperativeoffice; special business functions to picture shows the basic management of projects,and joint management of the construction land examination and approval system, aswell as the management of the project library data. Also stressed the importance ofGIS technology for graphics processing operations, technical support andmanagement of spatial data storage capacity in the system construction. The thesis mainly describes the function of the system module design and therealization of some functions. Based on e-government platform project management,newsletter items and approval process, information management, and project approval,administrative approval and technical verification, the implementation of the progressof supervision, acceptance and effectiveness of business process analysis. Specialbusiness systems design to achieve the integration of graphics and management intothree functional modules: electronic map management module, the business functionmodules and project database management module. The main project of landdevelopment and basic information queries, spatial analysis, take up the early warning,occupation and retrieval and management, and ultimately provide decision support forthe realization of the dynamic equilibrium of the total arable land in the region. In thisthesis, the major functional blocks of the system described in detail and Suining forexample, the system test.
