Research On The Government Responsibility In The City Infrastructure PPP Project

The relative deficiency of public establishment has been the obstacle in the economy development for many countries. With the fast development of economy in our country, the construction and development of the infrastructure and public utilities have much finance pressure, and totally depending on the government's investment is not viable. So PPP (Public-Private Partnerships) was used for infrastructure construction as a creative financing way. The PPP model makes the circumstance of shortage of the funds which the government uses in the infrastructure construction to get to alleviate.However, due to many participants in the PPP projects, a long construction period, and the number of uncertain factors, the government directly affects the success of the PPP projects as very important participant in the PPP projects. So the government should play its key role and take the corresponding responsibility in the whole process of the project. Based on researching the government liabilities in the process of the PPP project, the thesis emphasizes to the detailed research on the government responsibilities in the risk allocation, reputation problem and supervising.Firstly, this thesis introduces the related theories of PPP, analyzing the present condition on government responsibility in the PPP projects in our country, making sure the importance of the research on government responsibility. Then the thesis systematically expounds the government responsibility in the whole process of the PPP projects, finding that the risks that government takes, reputation problem and supervising on the private sector directly influence the PPP projects.Secondly, this thesis analyzes the government's responsibility in risk allocation and corresponding measures, including a series of government assurance and so on. Then the thesis analyzes the superior action which government and private sector will choose in the PPP projects through the game of perfect information, and analyzes the superior action which government will choose under the commitment, putting forward a series of measures to strengthen the government reputation. At the same time, the thesis introduces the present condition that government supervises the private sector, and establishes moral hazard to analyze government how to reduce the private sector's moral risk through incentive and stipulation mechanism according to the theory of Principal and Agent in order to ensure the private sector's efforts. Finally this thesis carries on the analysis to the government responsibility in the whole process of national stadium, and put forward some helpful suggestions for the PPP project's implement.
