Non-profit Government Investment Projects(NGIP)refers to large-scale infrastructure and utility projects that are invested by the government to meet the needs of social and public development and are not profitable.In recent years,the establishment and improvement of NGIP mechanism has become the key and difficulty of China's investment project management system reform and development.At present,the lack of market regulation mechanism and fault investigation mechanism,the unclear of responsibility division,the responsibility to pursue difficult to implement easily lead to waste of financial funds,damage the interests of the state and citizens,reduce the credibility of the government.Therefore,in order to deter and restrain the parties to the performance of the parties,this dissertation intends to study the responsibility of NGIP approach.This dissertation firstly studies the current status of accountability of NGI P in China by means of questionnaire,expert research,case study and field investigation,and then analyzes the latest research results of NGIP supervision and accountability mechanism and investment theory in domestic and foreign govsernment.On the basis of this,the NGIP liability monitoring method,the liability tolerance and the triggering model and the attribution method are discussed in order to quantitatively analyze and measure the liability problems in the life cycle of NGIP to realize reasonable and effective responsibility,so as to promote NGIP participation parties to improve the efficiency of government financial investment.In the study of the previous literature,it is found that the NGIP accountability method has the following problems,it is difficult to reasonably resolve the potential state of responsibility of the project,to investigate the question of when the action should be initiated,and the question of the reasonable distribution of the responsibility remains.Therefore,the main contents of this dissertation are as follows.(1)Two problems exist in the current accountability of NGIP: the form of accountability is mostly posthumous and the accountability is mainly based on financial audit responsibility and lack of responsibility This dissertation first analyzes the NGIP regulatory mechanism and puts forward the concept of "supervision field".On this basis,this dissertation constructs NGIP "time-structure-behavior-performance"(SCP)paradigm and NGIP life cycle liability change characteristics(SSCP)framework,and based on the first time,NGIP three-dimensional timely responsibility monitoring method to build the process dimension to solve the post-accountability shortcomings.Based on the three-dimensional responsibility model,build the whole process of NGIP two-way responsibility index system,taking into account the effect and output of the project.(2)Three problems exist in NGIP monitoring and evaluation methods: the incompleteness of information,compensatory problems and less considering the behavior of supervisors' psychological behavior.Therefore,this dissertation uses the interval intuitionistic fuzzy liability index evaluation value instead of the traditional real index evaluation value to express incomplete and u ncertain monitoring information;through the TODIM model to consider the behavior of the supervisor's psychological behavior.For the compensatory problem,this dissertation combines PROMETHEE-II with TODIM method to solve the influence of compensation.On the basis of the above research,the NGIP liability monitoring model is constructed according to the general monitoring and evaluation method.(3)In view of the responsibility problem of controllability in NGIP responsibility monitoring,this dissertation establishes a targeted responsibility governance strategy,introducing the principle of bioimmunology into the responsibility management,so as to establish an effective guidance and immune process without disturbing the normal operation of the project.Among them,the responsibility tolerance is not the neglect of the responsibility problem.This dissertation constructs the optimization model of liability tolerance based on quantum immune algorithm.For the solution of the solution space in the quantum i mmune algorithm,the adaptive mutation process is constructed by the chaos theory.Based on the above research,the NGIP liability tolerance model was established.(4)In order to solve the problem of latent liability in NGIP responsibility monitoring results,this dissertation establishes a "induction-response-effect" accountability method by studying the specific immune mechanism,and tracks the problem of suspected suspicious liability,and selects the appropriate time to start the accountability procedures.On the basis of the cumulative liability model,the liability triggering model is established based on the extreme value theory,the concept of accountability threshold is put forward,and the limit of the project can be kept under the influence of the cumulative state of responsibility.(5)In view of the problem of project responsibility distribution,this dissertationstudies the complex large-scale NGIP responsibility attribution confirmation method based on social network model,quantitatively anal yzes and measures the status,rights and responsibilities of each participant in the relationship network,and then reasonably determines the attribution of responsibility.
