As the essential item for human survival, food is also an important source of income for farmers and the basis material of national economy. The quantity of food is directly related to the stability of a country. As the reducing of arable land and the growth population, the issue of food security can not be ignored. Under the background of the global food crisis, we should pay more attention to Chinese food production problems. Food production is facing a period of great challenges in China.This article analyses the factors affecting food production from the perspective of China's food policy changes. Then discusses the role of food policy in food production. The main contents and the results of the article are as follows:Firstly, this paper lists the domestic and international research on food policy, especially the food policy theory of direct subsidies. And concludes the sorts of achievements on factors affecting food production in recent years.Secondly, this article discusses the earnings of food producers from food direct subsidies in a welfare view. And obtains the conclusions:grain producers are benefited from the food direct subsidies policy, and this policy can increase food producers production enthusiasm. But the benefit giving to food producers is less than to food consumers. Then the food direct subsidies policy has limited promoted effect to the producers.Then, this paper discusses the effect of policy factors on food production using the quantitative analysis method, and got the conclusion that food policy is an important factor of affecting food production. Using error correction model analysis, this paper obtains the result that the expenses on forestry, water conservancy and meteorological part of agriculture promoted the actual growth of agricultural output in both short and long-term. And the relief expenditure can further promote the growth of agricultural output in a short term. And expenditure on supporting rural production can support agricultural production on long-term relationships.Finally, this article analyzes the problems coming cross in the process of policy implementation, and proposes some policy recommendations for further development.
