China’s basic national conditions decide that the issue of food security has always can not be ignored. Industrial policy as an economic signal can guide the development of industrial. China’s grain security is facing tremendous pressure, the correct guidance of the national food policy is essential. Food supply has many uncertain factors, such as natural disasters, frequent market fluctuations, so we should use appropriate food policy and the proper guidance, in order to ensure the food safety. The same time, the food industry has its own characteristics, such as the inferiority, resource dependence and public good characteristics. Its development is inseparable from the support of the national food policy. For the protection of national food security, countries of the world were introduced its own food policy, our country since its founding has issued a series of food policy, but its mechanism of how to impact the food quantitative safety, and what impact to the food quantitative safety have yet to be study. Especially in today, in face of industrialization accelerated, frequent natural disasters, labor losing and a series of grim situation, the food policy is particularly important and significant impact to the food quantitative safety.Papers Based on the evolution of the contemporary era background and previous food policy, use the theory of industrial economics, institutional economics and other disciplines, the mechanism of action and effects of theoretical and empirical method of combining the amount of food safety in China’s grain policy research. First of all, defining food policy, the concept of the amount of food security, as well as the amount of food safety metrics, and theoretically analyzes the different mechanism of action of different types of food policy on the amount of food security; Second, the article discusses food since1978historical characteristics of the four stages of the policy and the amount of food security, qualitative analysis of the relationship between food policy and the amount of food security; again to build the food policy is to measure the effect of dummy variable multiple regression model for different periods of food policy on the amount of food security analysis; Finally, draw conclusions and propose to continue to improve the current food policy to ensure that the recommendations of the number of China’s grain security.The results show that:(1) from the1978reform and opening up to the present, China’s grain policy, as well as the amount of food security are showing the characteristics of four phases;(2) China’s grain policy on the effect of the amount of food safety there is a phase difference;(3) food the effect of policies on the amount of food security presents the fluctuations in the progressive trend. Based on the above empirical results, food policy has an important impact on the amount of food security, the current food policy should continue to maintain and improve.
