The Countermeasures Study Of Improving Our Country’s Food Subsidies Policy-Take Hunan As An Example

Food is the first and the basic necessity of human life, and at the same time food is very important strategic materials of our country. It relates to the healthy development of our economy, the relationship between the social stability and security, the national food security, thus the food problem has been the focus of attention of the scholars in our country, and also the focus of the government. For a huge country with a population of1.37billion, a huge agricultural country with over800million rural population, it is particularly important to meet people’s food demands, ensure reasonable supplies of food and stability improvement of food production.Since2004, our government has made great efforts in improving farmers’ planting enthusiasm and encouraging food production. It carried out a series of policies such as direct grain subsidy, agriculture comprehensive subsidy, improved varieties subsidy and agricultural machinery and tools subsidy. There is no doubt that in the early implementation, these policies effectively improved the farmers’ enthusiasm, stimulated the production of food. But in the long run, it still has a realistic significance to study the effect of these subsidy policies, the existing problems and how to improve the food subsidy policy.This article is divided into seven parts:The first part is the introduction of the article, analysis the purpose and meaning of the article, the current researching situation, the ideas and methods of the study, at last illustrate the content and innovation of the research.The second part, the related theoretical basis for research, including:public goods theory and externality theory, opportunity cost theory and system economics theory, prepare the ground for the subsequent study.The third part is about the implementation situation and existing problems of current food subsidies policy. Through analysis of the investigation data, I pointed out that the implementation situation and the existing problems of current four kinds of food subsidies policy.The fourth part is the empirical analysis about China’s grain subsidy policy. Through using multiple linear regression model, I analysis data about some counties in Hunan and pointed out the influence degree of selection indicators to food planting area and farmers’ income.The fifth part is about foreign related experience for reference. Analysis the subsidy ways and means of the developing and developed countries, putting forwards some suggestions which are deserved our country to learn from.The sixth Part is putting forwards some suggestions to improve our country’s food subsidies policy.The seventh Part is other relevant supporting measures. To realize our country’s food safety, we should address both the symptoms and root causes.
