| At present, the central region is in a right period being full of opportunities which extended gradient from east to west in China's economic progress, industrial transfer from coastal areas to the mainland. Six provinces are thinking about how to rise to compete for this round of transfer. After all, the industrial transfer are not evenly distributed, nor wishful thinking. Practice shows that:with the continuous advance of transfer of industry, competition for industrial transfer has the burden which inevitably falls on the shoulders of the development zone. Thus, as the strategic base of industries to relocate to our province Zone how to develop their own advantages, such as excellent location, market, science and education, industrial foundation, environment of investment; at the same time, effectively improve their weaknesses, like the overall strength or weak, slow the development of industrial clustering, the phenomenon of blindly piling remaining, capital stock remains to be further enhanced and so on. Today, the weaknesses of development zone have become the major obstacles of our province for the region to adjust the industrial structure, growth patterns and economic development to leap. If these problems are not fundamentally been resolved, our province which to undertake coastal zone in the central industrial transfer will lose many development opportunities. Thus, the province must do relevant industrial planning and positioning for the development zone, foster and develop more competitive and special-characteristics'industrial cluster, and thus better through the agglomeration development to force the pace of undertaking industrial transfer, to achieve the steady economic growth of the region.Based on this, this paper discusses in six chapters. The first chapter is the preamble of this article, explains the background of the main topics, research significance, the general idea and the shortcomings of this paper, and then reviews the transfer of industries, industrial clustering and the Development zone which have existed in the past research results. The second chapter is a part of the comparative analysis of this article. First, the developed coastal regions discussed the trend of industrial transfer, Anhui characteristics of industries to relocate to the status of industrial clustering in Anhui. On this basis, then, of Anhui in the industries to relocate to the combined effect of power under the proposed zone to rely on the development of its industrial agglomeration as a strategic choice for Anhui undertake industrial transfer. The third chapter is the empirical analysis section. By constructing the static and dynamic indicators, this paper measures the concentration of industrial cluster about 39 industry codes for a double-digit of Anhui and the Yangtze River Delta region. According to calculations, Anhui and the Yangtze River Delta region's cluster development stages of various industries are classified respectively, and as a basis that can be drawn which industries should be undertaken by Anhui. Finally, Anhui Industrial Clustering around the status quo can accept the industry which comes to be distributed throughout. The fourth chapter is the part of qualitative analysis of this article. In the SWOT analysis framework, the strengths, weaknesses, opportunities and threats for the development zones undertake the industrial transfer are analysed deeply. The fifth chapter is a part of policy recommendations. Part 5 is based on the 2,3 and 4's analysis, aiming at the problems which existed in the process of the development zones undertake the industrial transfer, separately present four aspects of policy recommendations for the development zones which to become the base for our province undertake the industrial transfer.
