Research On Social Impact Evaluation For Conversion Of Cropland Into Forestland Program In LinHe

Conversion of Cropland into Forestland Program(CCFP),which was began as exper- iment in 1999,and had been completely implemented in 2002. As one of the Six key fore- stry programs in China,CCFP is the vastest ecological construction project of area, inves- tment, scope, policy. It involves the personal interests of farmers and is the most possibility of rebound. The ecological impact and economic impact of CCFP had been widely recognized; But up to now, the research on social impact evaluation of CCFP lag relatively,which is becoming a problem that cumbering intergrative benefits scale and sustainable development of CCFP. The purpose of this dissertation is to offer the theory and method for regional sustainable development and improvement of returning farmland policies .The main conclusions of the dissertation are as follows:First,the describing index system of social impact evaluation of CCFP is built, which nalysis and evaluate from the social structure, economic development, population quality, quality of life and social progress in Linhe. It is concluded that CCFP made a positive effect on social develepment in Linhe ,mainly as follows :promoting the adjustment of social construction ,adjusting sustainable develepment of regional ecnomies, improving the quality of the population and rural living quality,promoting the the construction of new socialist countryside.Second, the describing index system of social impact evaluation of CCFP is built, one overall index,5 domanlal indexes,15 eompound indexes, and then the evaluate model of social effect was constructed by using Analytic Hierarchy Process to caculate the weight of every index. Linhe district land conversion, social impact of the composite index is calculated,the construction of the vertical in the land conversion projects has been deepen- ed and its social influence increases year by year from 2001 to 2008 ,the growth rate of increase of 2.6 times 0.0379.Third,analysis and evaluate the social impact of CCFP in Linhe. The conlusions are:The impact in economic development, population quality is obvious, little effect on the quality of life. The proportion of tertiary industry output value of GDP shows a downward trend, mainly because the Linhe area of "industrial establishment city" of the policy strategy and the lack of guidance on multi-channel transfer of rural surplus labor force.
