Study On Economic Impact Evaluation Of Cropland Conversion Into Forest Program In Gu Yuan

Cropland Conversion into Forest Program(CCFP) is one of the six forest Programs, and it has the biggest amount of investment, it involve the most places and farmers. It is proved either by theoretics or practice that evaluate economic impact of CCFP is very significant. CCFP was started in 2000 in Gu Yuan in Hebei province, and the paper select Gu Yuan as study case.On the basis of public policy evaluation theory, and theory of sustainable development, the paper made a study of methods for evaluating economic impact of CCFP, and established evaluation index system for CCFP in Gu Yuan , then evaluate economic impact of CCFP in Gu Yuan. The study has three main harvests. First, according to constitute principle of evaluation index system, start with evaluation aims, after synthesizing some methods such as theory analysis, frequency analysis, expert survey and field survey, then established index system and decide detailed index; Second, according to index system, using Opportunity Cost Analysis method and some statistic methods(Paired Samples Test, Regression Analysis, Statistic Compare) to evaluate the economic impact on farmers and on region of CCFP in Gu Yuan completely and systemly. On basis of the above study, the paper educed correlative evaluation conclusions ,and detected some problems, in the end, some policy suggests was bring forward.
