Study On Economic And Social Impact Evaluation Of Cropland Conversion Into Forest Program In Wengniute Country

Cropland Conmersion into Forest Program(CCFP) is one of the six forest Programs, and it has the biggest amount of investment, it involve the most places and farmers. It is proved either by theoretics or practice that evaluate economic and social impact of CCFP is very significant. CCFP was started in 2001 in wengniute country in Inner Mongolia province, and the paper select wengniute country as study case. The paper established evaluation index system for CCFP in wengniute country,then evaluate economic and social impact of CCFP in wengniute country. The study has three main harvests.First, CCFP promoted the healthy development of regional economy, produced significant social benefit, increased farmers family income and made a change of income structure, and prompted farmers ideology consciousness, etc.Second, Wengniute county economic got a rapid and stable developed in 2000-2007, forecasting by 2010, economic coordinative degree will reach 0.948, close to ideal level 1. And social coordinative degree in the middle, basic good level, but forecasting after 2007 may appear to decline.On basis of the above study, the paper educed correlative evaluation conclusions ,and detected some problems, in the end, some policy suggests was bring forward. Three main problems have been found: (1) Problems in the course of implementation, (2) Problem of employment of surplus-labor in rural areas, (3) Problem of the follow-up industries. Suggestions are given: (1) Relevant departments should overall thinking and adjust planning in future, (2) Lead and transfer rural surplus-labor in multipath, (3) Cultivating regional follow-up industries and developing characterized economy.
