Chinese county economy is on the transformation phase to a new one which is based on the county seat,leaded by non-agricultural economy,having a coordinated development between the primary and the secondary industry. The potential consumption capacity of the county economic body is escalating. The construction of the commercial allocation system which is rational and adapted for level of economic development is propitious to channel off the transformation, however, the commercial allocation system of China is scattered and lopsided in developments. The level of commercial establishment is low and lacked for macroeconomic control.This paper aims to analyze the differences between the city and the county commercial allocation, bring forward commercial allocation system which is adapted for economic development level in present and satisfied the need of the economic development in future,advance the county economy.This thesis starts with a comparative analysis of the domestic and international major theories about the commercial layout, choosing a theory to fit for the county commercial layout, fixing a calculation method on county commercial layout scale, pointing out the method of classification the county commercial net, namely, according to county administrative system, the paper will divided the county commercial net into four levels. On the basis of these studies, deeply discuss the characteristics of county commercial layout; focus on analyzing the commercial street's significance in construction of the county commercial net, in the end, propose the planning method about the commercial street. In the end, combine the examples about the Lutai, Ninhe county of Tientsin commercial layout to explain the paper.
