| Urban system planning is a strategic plan to adjust and allocate factor resources to clarify the future development direction,and it is an important means and policy tool for the state to regulate and control the national land resources and space,so it has put forward higher requirements on the planning and use of urban and rural land and the optimization of the "three living" space.Following the State Council’s development plan for rural revitalization,a new round of territorial spatial planning has been proposed,which has raised the importance of urban and rural planning and construction to a new level in terms of functional positioning of townships and land planning.However,the construction land in rural areas is limited,and to reasonably determine the functions and hierarchical structure of townships,it is necessary to establish a perfect urban-rural system structure,so as to essentially change the basic framework of township development,and thus promote townships to "walk fast and walk steady" on the road of revitalization and development,i.e.not only to walk fast but also to walk steady.After the ecological protection and high-quality development of the Yellow River Basin has been elevated to the level of national major strategies,the Golden Triangle of the Yellow River has ushered in new development opportunities.Lingbao urgently needs to optimize its own township system structure and quickly integrate into the ecological protection and high-quality development strategy of the Yellow River Basin and the high-quality development of "Zheng Luo Xi",so as to help rural revitalization and new urbanization.The plan is implemented on the ground.However,the traditional town system structure is determined independently and lacks systematic and coordination,and lacks integrated design under the territorial spatial planning system.Therefore,in the context of the new era,it is necessary to consider the coordinated development of each subsystem within the town system structure and establish a system structure that is suitable for the current development pattern,in order to strongly promote the optimization of the urban and rural system in the western part of Henan.From the real situation,Lingbao City is a representative of the high-quality economic development of western Henan counties because of its superior geographical location,rich natural resources,unique administrative system and complex topography.Therefore,based on the matching of hierarchical system and functional structure,studying and proposing the strategy of optimizing the town system structure of Lingbao City to promote is not only of great practical significance to improve its own system,but also can provide an important case reference for the improvement of the town system in the surrounding and other corresponding areas,as well as help promote the integration of the Yellow River Golden Triangle region into the new historical station and development strategy.In the context of rural revitalization strategy and modernization of Henan Province,this study is based on coupled and coordinated development theory,central place theory and growth pole theory,with the matching of township hierarchy and functional structure as the starting point,and the evaluation system and model of township hierarchy level and functional structure measurement level respectively,using entropy value method,coupled and coordinated model and spatial classification method to analyze The current situation and problems of the matching between township hierarchy and functional structure in Lingbao City are analyzed by using entropy value method,coupled coordination model and spatial classification method,and finally the optimization strategy of township system structure is proposed according to the measurement results and the actual development situation.The main conclusions are as follows:(1)From the evaluation results of the township hierarchy system,the spatial distribution of several subsystems and the comprehensive development level are similar,i.e.the township units are basically the same in terms of hierarchy level in each dimension.Firstly,the high-level townships are mainly clustered in the triangle area formed by three townships,namely Yuling Township,Chengguan Township and Zhuyang Township,and the level of each dimension is generally higher than that of other townships,reflecting the leading demonstration role of the central township.Second,the overall level of basic security,industrial support,and economic structure is high,indicating a more complete social development mechanism has been formed internally.In addition,the hierarchical levels of ecological environment and other subsystems basically form an opposing situation,indicating that high-intensity development will bring some damage to the environmental system.It is worth mentioning that there is a southeast-northwest band of high values in both dimensions of habitat quality and economic structure,indicating that each township in Lingbao has the ability to "locally highlight" in the dimensions of habitat quality and economic structure.(2)From the evaluation results of the functional structure of townships,the development level of each dimension of township functions has a unique spatial distribution.Specifically,most of the townships are specialized or mono-oriented in terms of functional structure,while only a few townships are able to develop in a balanced manner in multiple functional types.There is a clear division in spatial distribution,and the development axis formed by the central township as the development nucleus separates townships with widely different functional indices.Among them,the townships on the Chengguan-Yuling development zone and those closer to the central city are mostly comprehensive in terms of functional types and have strong competitiveness,while most of the townships below the development axis are of a single functional type.From the specific value of the function index,only the first echelon townships have the ability of "multi-flowering";the second echelon townships have a single function structure and mainly rely on adapting and undertaking the industries of townships at various levels to promote development;the third echelon townships show a single function and lack obvious resources and advantageous industries.(3)From the evaluation results of the match between the two,in terms of coupling degree,a close correlation has been established between the township levels and functions,and the degree of interdependence between the two systems is strong.The material exchange and economic base brought by the leading industries of the townships become the key factors in determining the township hierarchy.In terms of coordination,the overall level of coordination is weak,which does not match the situation of coupling in the "upward" direction,and the townships with good coordination are mainly concentrated in the west and northeast of the city.In addition,there is an obvious imbalance between the township hierarchy and functional structure matching status,which shows a difference in the distribution between 100% of high quality coupling and 60% of good coordination(including general coordination).(4)In order to ensure the feasibility and effectiveness of the optimization strategy,an in-depth analysis of the problems and influencing factors of their matchability reveals the following problems:(1)Unilateral determination of hierarchy and functional structure,lack of developmental nature.(2)Matching considerations focus on higher level townships,lacking integration.(3)Determining quantitative data as the basic planning basis lacks scientificity.In addition,the match between the two is mainly influenced by the topography and population scale,urbanization level and economic base,regional division of labor and external links,as well as science and technology innovation and industrial agglomeration.(5)Integrating the strategic planning and quantitative measurement results,we propose the promotion strategies for the optimization of the urban system structure.In terms of the hierarchical system:(1)Integrate into the regional planning strategy and link up the surrounding shared economic growth poles.(2)Optimize the industrial layout of townships and enhance the radiation transmission chain of the hierarchy.(3)Break down administrative barriers and build an exchange and collaboration network between townships.(4)To coordinate the coordinated development of villages and towns and realize the rationalized layout of population scale.In terms of functional structure:(1)Industrial transformation and multi-industry,innovative development to enhance the competitiveness of the town.(2)Leveraging the advantages of the gateway city in western Henan to further broaden the local external connection.(3)Develop supporting industries between towns and cities and cultivate new leading industries.(4)Efficient integration of village and township resources to precisely undertake the functions of the central city.According to the above strategies can help Lingbao City to realize the change of positioning from passive receiving conduction to active outward conduction,and after the factors have gathered to a certain degree,they will also spread to the surrounding areas and drive the industrial development of the surrounding areas,so as to realize the continuous improvement of the structure of the town system. |
