| China is in the period of accelerated development of urbanization, how to ensure the development of economic while achieve sustainable development have been a question which should be solved rapidly. An eco-city characterized by coordinated development of nature, technology as well as society is the trend of urban development in the future. With the target on building resource-saving and environment-friendly society put forward in China, the building of eco-city characterized by social harmony, economic efficient as well as eco-virtuous cycle becomes popular. Sino-Singapore Tianjin Eco-city is a strategic cooperation project between the government of the People's Republic of China and the government of the Republic of Singapore, it also shows the determination between the two government on coping with the global climate change, enhancing protection of environment and saving resource and energy. As the first case of constructing an eco-city through cooperation between the two country in the world, Sino-Singapore Tianjin Eco-city have no relevant successful experiences to draw on, needed to study on the characteristics of development, so as to formulate relevant policies of promoting the development.This paper widely collects the research literatures about the eco-city, as well as analyses the domestic and international research achievement about the development of urban and the policies for development of eco-city, so as to sort out the relevant theories about eco-city and policies of its development. Based on the theoretical study, discuss the practices in construction of China's eco-city, argument the necessity of building eco-city in China, analyze practical problems and reasons thereto of China's eco-city construction, as well as the promulgation of eco-city policies at the national and local level. Based on the methods of urban economic theory and systems science, research power and dynamic mechanism of eco-city's development, and demonstrate the role of policy in the eco-city's development, as well as discuss the general rules of eco-city development. Define the influential factors of eco-city's development and the interaction mechanism of them on the basis of the rules of eco-city development, and draw up the evaluation index system of influential factors. Aim the actual condition of Sino-Singapore Tianjin Eco-city; use Fuzzy Comprehensive Evaluation Method to analyze the influential factors of Sino-Singapore Tianjin Eco-city. On this basis, build policy framework for the development of Sino-Singapore Tianjin Eco-city, and also give policy recommendations of the development and construction phase. |
