In report of the 18 th CPC National Congress, we have put forward that we should move faster to set up a system for ecological progress, improve institutions and mechanisms for developing geographical space, conserving resources and protecting the ecological environment and promote modernization featuring harmonious development between man and nature. However, in recent years, with economy construction of cities in China, some urban problems emerge. Population grows rapidly, ecosystem become worse, resource become more scarcely, traffic become more crowd, house price become more higher and crime rate become more higher. They are the opposite of construction of socialist ecological civilization in China. So building eco-city and promoting city and environment to develop harmoniously,finding a way of urban development which is healthy, efficient, harmonious and sustainable is common pursuit of people not only in China but also all over the world. Sino-Singapore Tianjin Eco-city is built by China and Singapore, our purpose is to create a model urban with low carbon, ecological and sustainable developed to provide references for construction of other cities. In this model urban, economy is sustainable, society is harmonious, environment is friendly and resources are saved. To ensure the success of construction and sustainable development of the system, planning of Sino-Singapore Tianjin eco-city fully draw lessons from Singapore and other advanced countries and regions on successful experience of ecological city construction. It also formulates an index system of different stages of construction and development including 22 measures of controlling and four leading indicators according to its actual natural conditions. They provide a basis for evaluation of the construction on Sino-Singapore Tianjin eco-city. Thus, how to comprehensive and dynamic evaluate the construction of Sino-Singapore Tianjin eco-city whether meet the requirements of indicators or not is the key of success in its construction and sustainable development.By taking Sino-Singapore Tianjin eco-city as research object, we use theory of ecological city, emergy analysis method and system dynamics modeling method to have a quantitative evaluation of Sino-Singapore Tianjin eco-city system and construct a dynamic model of it.The concrete content is as follows:In this thesis, the theory of ecological city, emergy and system dynamics at home and abroad is reviewed. We grasp the concept, research progress and construction of eco-city. We also research the application of emergy analysis method and system dynamics modeling method in field of sustainable development. They lay a theoretical foundation for the system analysis, model construction, simulation and evaluation of Sino-Singapore Tianjin eco-city.Based on detailed analysis on environmental elements, planning of Sino-Singapore Tianjin eco-city, we have researched influencing factors of its system from such aspects as population, economy, environment and resource.Based on results of the analysis above, emergy flow diagram of the Sino-Singapore Tianjin eco-city system has been mapped. By collection of basic datas, we formulate emergy flow and build the value evaluation index system of the system. It paves the value evaluation of the system sustainable development.According to the analysis of the system above, Sino-Singapore Tianjin eco-city system is divided into three subsystems include energy-material flow subsystem, money flow subsystem and population flow subsystem based on perspective of function flow. Considering influence of industry, technology and policy on Sino-Singapore Tianjin eco-city sustainable development, we design four system development situations and simulate, then evaluate sustainable development of Sino-Singapore Tianjin eco-city system under different scenarios to seek the best model. So we can provide theory basis for the construction of Sino-Singapore Tianjin eco-city development as well as valuable references for government decision-making.
