Research On Condition And Countermeasure Of Rural Land Circulation Of Longyan

With the development of China's economy, especially large number of rural labor turn to the second and tertiary industries, it has been an accelerated trend to circulate the land in the countryside.Rural land circulation has played an active role on accelerating of adjustment of agricultural structure, balancing urban and rural development. However, there are some urgent theoretical and practical problems to solve inevitably, such as Supporting policies of land circulation imperfect, households and enterprises for the circulation of hidden risks, farmers complex of value of land, irrational distribution of income and therefore lead to new social conflicts and other issues.Therefore, deeply analysis of current situation of land circulation in Longyan City, put forward corresponding countermeasures has practical significance for promotion of the rational allocation and the flow of resources in this region.Through the summarization on the current situation of land circulation domestic and international, the circulation of agricultural incentives and constraints of agricultural land transfer were analyzed. The practical importance of the development of agricultural land transfer to the appropriate scale of operation and to promote agricultural restructuring, agricultural management system innovation and agglomeration of production factors, farmers income and rural labor transfer was expounded based on current situation of land circulation of Longyan. Using Marx rent, land price theory, theory of land ownership, land markets and land system analysis tool, this paper argued that market of rural land transfer under the socialist market economy is feasibility and operability in theory, and then analysed the problems existing in the process of land circulation in Longyan City, then analysed of international patterns of two typical rural land circulation and circulation of agricultural land in Longyan typical town-Hulei, the successful experience of transfer of agricultural land for the city to provide inspiration. Finally, according to the problems existing in the process of land circulation in Longyan City, learn from the United States and Japan, and Hulei land transfer, experience, from promoting the transfer of agricultural land, protecting the legitimate interests of farmers, the corresponding countermeasures were put forward. to speed up transfer of rural land in Longyan: to perfect the supporting policies for the transfer of agricultural land, establish a standardized, orderly and efficient transfer of agricultural land market; increase investment, improve the mechanism to improve the protection of landless peasants, to develop non-agricultural industries and reduce dependence on land farmers,establish a sound financial and credit investment mechanisms, step to control and regulate land use.
