Research On The Status Quo And Countermeasures Of Rural Land Circulation

In China, the “three rural issues” are always related to the overall political and economic issues. Withthe promulgation and implementation of <National main functional area planning>, the status of HenanProvince’s main producing areas of agricultural products will be further strengthened.<Guidance of theState Council on the Henan Province to speed up the construction of the Central Plains Economic Zone>explicitly pointed out that we should explore a three coordinated development path while not at the expenseof agriculture and food, ecology and the environment. This means in the process of Henan Province’sindustrialization and urbanization, we must ensure the stable development of the low-income food andagriculture industry. Henan is a big agricultural and food province. Central Plains Economic Zoneestablishes the three coordination strategic objectives should accelerate the circulation of rural land, fosterthe rural land circulation market, and effectively reduce the population of farmers, and ease thecontradiction between people and land to create the conditions for the scale agricultural operations. This isthe purpose and importance of this study.Through questionnaires and data finishing works, I have a deeper understand of the status quo ofSanmenxia City’s rural land circulation. Whether from the county level or the village level, SanmenxiaCity’s rural land circulation is different in scale, proportion, and form, and shows an obvious spatialdistribution imbalance trend. With the establishment and improvement of the rural market economic system,the farmer’s land use rights spontaneous circulation has become increasingly active, but in general,Sanmenxia City’s agricultural land circulation still facing many obstacles, such as the circulation rate is low,the circulation term is short, and the operation mode is not standard.Based on this, this paper proposed some recommendations to promote Sanmenxia City’s rural landcirculation following the principle of strict protection of arable land, earnestly safeguard the interests offarmers, to ensure that the agricultural use cannot be changed, and compatible with the process ofcirculation of agricultural labor. All this requires: clear property rights, improving relevant laws andregulations; regulate the rural land circulation, creating a good rural land circulation operating environment;accelerate the circulation of surplus labor force in rural areas, improving the rural labor force; graduallyestablish a unified urban and rural employment system, improving the unified social security system; clear the positioning of government functions to promote rural land circulation.
