Land is the most foundational material condition of human survival and production, and the most basic means of production for all economic activities. The study take the representative costal county-level city Fuqing for example, whose economy develops rapidly in Fujian, based on the survey of the land change and the datas of socio-economic development of Fuqing in recent years, analyze the conditions of economical and intensive utilization of land for construction purposes in Fuqing,have achieved the following results:1.Build the evaluation index system of economical and intensive utilization of land for construction purposes in Fuqing,which is divided into three areas, seven evaluation indexes. Besides, the evaluation indexes system of economical and intensive utilization of underground level of land for construction use-urban land, rural residential land,independent industrial and mining land and transport land. The above evaluation index system can assess the economical and intensive utilization of land for construction purposes in Fuqing preferably.2. The study on current conditions of economical and intensive utilization of land for construction purposes in Fuqing has shown that the overall level of economical and intensive utilization of land for construction purposes is above normal,which is at the forefront of counties in Fuzhou, but still has large gap with the Fuzhou areas, especially in the aspect of input and output of construction land in the unit.3.The analysis of economical and intensive utilization of urban land, rural residential land, independent industrial and mining land, transportat land shows that: the level of economical and intensive utilization of urban land,rural residential land, independent industrial and mining land is above the other counties in Fuzhou, but still has great potential.4.The analysis of the dynamic change trend of construction land of Fuqing in recent years shows that:the degress of economical and intensive utilization of land for construction purposes in Fuqing is steadily rising.5.The existing problems of economical and intensive utilization of land for construction purposes in Fuqing are:The internal structure construction of land is unreasonable, the efficiency of land use is low, the supply of real estateland is unreasonable, Industrial cluster effect calls for further improvement, rural residential land is scattered, empty or super accounted.The transportation land is unitary and so on. The main reason is:index system of use the Land for construction is not perfect; the role of market allocation of land resources has not been played fully, and management of construction land supply is imperfect, the supervision mechanism of land use is not sounded.6.The analysis of the potential of economical and intensive utilization of land in Fuqing shows that:the potential of the economical and intensive utilization of land for construction purposes in Fuqing mainly comes from the urban land, rural settlement areas and an independent mining land,the lands for constraction that can be made use of are about 1,400 hectares.Every year, the amount of migration and collection of farming land that Fuqing submitted to the state council and provincial government for examination and approval is about 200-350 hectares.
