In Fuzhou, the mountains take up 80% of the land, the waters take up 10% and the farm lands take up only 10%. The per capita farmland in Fujian province is only 0.532 mu, which is only the 35.7% of the national average, which is 1.49 mu. Fuqing City locates in central coast of the western strait economic zone, at the south of Fuzhou City, faces the Taiwan Strait on the east. With the continuous deep developing of the construction of the west of straits, the urbanization and industrialization in Fujian Province have been continuously improved; under the condition, the conflicts between the people and the land has become more and more intense, land arrangement is an inevitable choice in the process of Chinese economic development.This study, based on the perspective of public policy process, and according to the land scarcity principle? system engineering principle and dynamic equilibrium principle, introduces development and evolution of requisition-compensation balance system of the cultivated land in China. The requisition-compensation balance system in China improve the output of urban and rural construction land increase or decrease hook system, and later derivatives the land ticket trade system. This paper adopts empirical method, combines the current situations and analyses main polices of the requisition-compensation balance and its implementation in Fuqing City, Fujian Province. The paper analyzes the limitations of the implementation of requisition-compensation balance system in Fuqing City of Fujian Province and provides some measures and proposals. Meanwhile, according to the public decision-making principles, the paper imitates the land ticket trade system and proves its feasibility in Fuqing City. Holding the conclusion finally, invokes the policy recommendations, which will provide reference for cultivated land protection policy accordingly.
