This paper based on the data of herdsmen households living expenditure from statistical yearbook of Inner Mongolia in 1998-2009. First of all, summarized the general characteristics of herdsmen's consumption structure in Inner Mongolia from 1997 to 2008. Then using clustering analysis method of multivariate statistical analysis, divided the herdsmen's consumption structure into four stages objectively: 1997-1999,2000-2002,2003-2005 and 2006-2008. In each stage, analyzed the characteristics of consumption structure from the angle of Engel Coefficient, other indicators and the national policy. From which found that the change of consumption structure of herdsmen has great dependence on the level of their incomes. Therefore this paper selected the data of herdsmen's per capita disposable income and expenditure from 1983 to 2008, established an error correction model between herdsmen's income and consumption. And made a conclusion that there are long-term equilibrium relationship between herdsmen's per capita net income and expenditure, and the consumption has been obvious positive effected by the income, elasticity coefficient has achieved to 0.86; In short time, when consumption and income stay from the equilibrium, consumption can adjust to the equilibrium in great strength. At last, this paper ordered the influence factors of the herdsmen's consumption structure in Inner Mongolia by using principal component analysis method. Main influence factors of the herdsmen's consumption in Inner Mongolia are:family income and laborer compensation income, other expenses? And consumption idea, income gap and price index are also important factors. Therefore, increasing the herdsmen's family income and non-animal husbandry income is a priority to increasing the consumption of herdsmen. National financial investment and support are also effective ways of expanding Herdsman's consumption.
