Bid evaluation increasingly receive attention, with the work of construction project bidding continued popularity. In the process of bid evaluation, we must uphold the principle of science, justice, equality, and protecting fair competition. The choice of the successful bidder should not only base on the principle of the lowest price, but also consider about the factors of duration, project quality assurance and the social credibility of the bidder. In essence, the program of bids evaluation and selection from multiple indicators is a typical multi-objective decision-making task. In China, a late start in this respect, the traditional methods have its own weaknesses in subjective appraisal, a larger disturbance of human factors, and the lack of scientific management. Through the systematic analysis of its development and bid-evaluation of traditional methods, this paper lead principal component analysis, relevance and relative closeness, vague set that three methods of modern mathematical theory into establishing bid evaluation model. Finally through case study, it gives the results and recommendations of bid evaluation, for the evaluation decision-making.
