Analysis On The Evolution Mechanism Of Regional Innovation Resources Cluster

With the overall progress of the knowledge economy era, When the world forward speed are gradual changed by the ever-change technology and drastic competition, more and more enterprises choose to break the "closed-door" type of innovation model, and began to take the initiative to learn from other subjects. So, technology-seeking OFDI received extensive attention by the academia.This paper would study on the basis of works done by researchers at home and abroad, and analyse the effect in a deep going way which OFDI act on domestic enterprises and the whole resources of the regional innovation. As the current research of OFDI adverse spillover effects mostly stay in the empirical test level of OFDI and corporate technical achievements, there is lacking in the detailed study of the mechanism how it works, or the role other region local subjects and external environment play, so the author's job is to explore this part of the contents, looking for potential policy leverage points, i.e. the track of good evolution.In this paper, capital allocation effect is regarded as an entry point, we have the aid of simulation models to study the mechanism how adverse spillover effects of OFDI act on the evolution of regional innovation resources cluster, and take Zhejiang Province for example, examine the actual operation of the system state, which are more convincible and operational. Upon the analysis of theories and empirics, conclusion is given.
