Innovation resources is "the first resource", and constantly promote scientific progress and social development. But resources itself is scarce, therefore, as the countries are increasing investment, the innovation resource allocation efficiency problems have been more concerned. Since the reform and opening up, China’s sustained economic growth, the comprehensive economic strength to get fast to ascend, and at the same time, Chinese innovation resource stock grow quickly, for the development of science and technology innovation provides an important support. National finance science and technology fund appropriation rise from198510.259billion to2010414.44billion; Research and development funds also shows increasing trend year by year, grow from199012.543billion to2010706.258billion, R&D input intensity (R&D/GDP) reached1.76%in2010. But compared with the developed countries, our country not only in science and technology innovation level has the disparity, in science and technology innovation resources construction is more backward, innovation resource allocation efficiency, this is largely has relation to the realization of China’s scientific and technological innovation of the great-leap-forward development, can shorten and the international advanced technology level of gap, can improve the capacity of technology innovation in our country and in the new round of international competition and achieved the key advantage. Therefore, the objective evaluation and analysis of China’s innovation resource allocation ability, for our innovation resource allocation optimization and scientific management to provide objective and accurate basis.This paper mainly to our country innovation resources and the configuration of the connotation and structure are deeply analyzed, in the existing literature on the basis of the research through the establishment of China’s innovation resource allocation efficiency measure index system, using actual data of China’s innovation resource allocation efficiency of the current situation and development trend are analyzed, at the same time using DEA method empirical measure our country regional innovation resource allocation efficiency, and further by constructing panel regression model on China’s innovation resource allocation efficiency of the structure to carry out empirical analysis, get the conclusion as follows: 1, The national regional innovation resource allocation efficiency level difference is bigger, and allocative efficiency is not highFrom the2010national innovation resource allocation efficiency of the overall situation, many provinces and cities are in configuration is invalid, the innovation ability of the allocation of resources need to ascend.
