As one of the basic factors of production, knowledge has receiving more and more attention with the coming of an era of the knowledge-based economy,expertise and skilled personnel has become the core competitiveness of enterprises. The rapid development of human capital theory has not only promoted the progress of human resource management theory, but also effectively changed the opinion of employers, and improved management practices.Based on the proposition of "human capital has an important role in promoting economic growth",this paper researches on the relationship between human resource management and human resource capitalization,and divides the functions of human resource management by combined methods of demonstrative analysis and normative analysis.And it points out that it will promote the process of transforming from human resource to human capital by improving the functions of human resource management using the theoretical achievement in fields of demography, economics,management, especially human capital theory.Finally,it constructs a basic model to evaluate the functions of human resource management,and confirms the proposition of this paper by investigative methods.Given the current theoretical achievement and actual situation of enterprises,the first innovation of this paper is to focus on the researches of the functions of human resouce management,enriches the connotation of human resource capitalization,to make the theory more applicable.And the second innovation of this paper is to construct a model to evaluate the functions of human resource management,and confirmed the proposition of this paper by investigative methods.
