Along with the implementation of the"going out strategy", Chinese engineering enterprises go to overseas to contract international project. International engineering project is much different from domestic projects on the environments faced with during implementation. The system of management of domestic engineering project is not suitable for the international project. Summary and analyze the problems of our Chinese overseas projects, the process of management isn't completely correct. To solve this problem, the application of modern project management technology in the international project need to be checked and studied.In the second chapter, brief introduction and scope of work is presented, and then the organization structure. The applied arrange and characters of normally used structure , Functional Organization , Projectized Organization , Linear Organization, Matrix Organization, are newly analyzed. The difference between enterprise organization and project department organization is shown. The conclusion that Line and Function System is one suitable organization at present is drawn. The Line and Function System under-supervision of enterprise project management is adopted by Juba-Raja road project. The management of enterprise and project department on project is combined and integrated.The third chapter introduces the Management definition of process control, the process control is monitoring each activity, to guarantee the activities is done on schedule, and correcting every important deviation. Project management being a branch of the Management, this definition is instructive and meaningful for Project management. For contractor of engineering project, when the contract is signed, the price and time is usually decided. In order to make the project to be implemented smoothly, the process after the contract signing need to be controlled effectively.The nine areas of project management knowledge described by Project Management Body of Knowledge is applied in the process control. These nine areas of knowledge can be summarized as activities for four goals.1. Time goal. It includes project integration management, time management, human resource management, communications management, risk management.2. Cost goal. It includes project cost management , human resource management, risk management, procurement management.3. Quality goal. It includes scope management, quality management, human resource management , communications management , risk management , procurement management.4. Security goal. It includes human resource management, communications management, risk management. For engineering enterprise, the process control shall be concentrated on these four goals.Like common project, international engineering project has its own life cycle. The process control shall be divided by processes.According to the features of international project, Sudan Juba Raja road project is divided into three phases, Preparing process, implementing process, closing processAfter contract is signed , the project department is established. Project department then make a schedule about the future work, with milestones being remarked. A set of measures are adopted to assure the milestones.After project department is established, the cost schedule is made by charge of manager, cost forecast is made for each activity according to the general schedule. After the contract is signed, the engineering technique department and other relevant engineers are organized by project manager to compile quality plan / working outline according to the quality standards required in the contract. In order to know about the site conditions along the road, the difficulty degree of survey and design, vanguard group are sent to the site to make on-site investigation.After project department is established, the risk of safety during project implementation is analyzed according to the project character and basic conditions of Sudan. The staff is trained and educated on safety, disease prevention before they go to site. Furthermore, the security preparedness is prepared for the project to be smoothly carried out on site investigations by the project department.Based on the progress of preparing process, the general schedule is adjusted and optimized with the precondition of project target assured. The technique of Earned Value is creatively used , and the parameters are redefined.After cost forecast is made, the earned value method is adopted to track and analyze the cost variance. A new parameter is defined, SCWP, Scheduled Cost for Work Performed. It means how much cost has been consumed for the work performed up to one time. Another parameter, COV, cost variance, is defined. COV means the difference between BCWP and SCWP. The formula is COV= BCWP-SCWP. The variance between actual cost and scheduled cost can be shown by COV.During implementation process, quality is mainly controlled on the methods and contents in accordance with quality plan / working outline.The project department make preparations strictly according to the security preparedness during project implementation, control the security initiatively, and get a good result.According to the contract, project department get performance of certificate by sending a requesting letter after submission of result of feasibility study and basic design, the time goal of project is achieved.According to the contract, after the final payment is determined, the employer send back the performance security as required by the contractor.Communications and quality return visit following contract completion are undertaken by headquarters of enterprise.After the project time is over, the personnel and equipments are evacuated or removed timely for security purpose, the security control achieves a success.The experience about process control is summarized in fourth chapter. The core of success of this project lies in whole process initiative control. But there are also some defects need to be improved, the project department should make more detailed, comprehensive preventing and controlling methods, strengthen initiative and improve foreseeability.In general, process control is treated as the core in the implementation of Sudan Juba-Raja road feasibility study and basic design project. The process is divided into three phases with whole process initiative control of four aspects. This project comes into a good effect. Hope to give an example and help to other similar international projects of us oversea engineering company.
