In November, 1949, the Civil Aviation Administration of China was established, which signals that the civil aviation career in China enters a new development stage. After that, the civil aviation industry of China experiences the development course of from none to existence, from weakness to strongness. After ten years development, the civil aviation in China gradually forms certain scale and transport capacity. In 2008, the global economic crisis swept all over the world, and this crisis is the most serious financial crisis since the Great Depression of the 1930s. The shock brought about by financial crisis can not be avoided by any open country and industry. In the current world of economic globalization, the shock of China in this world crisis covers each field in the social economy, from financial system to the real economy.Civil aviation industry is the most important fundamental industry and real economy for a country, and it has high degree of internationalization, high scientific and technological content, and can be affected by international economic changes etc. Seen from the effect facing civil aviation industry, the upper-stream airplane renting of civil aviation industry faces difficulty, and the downstream air transport market shrinks due to impact of international economic tendency. The impact of financial crisis on the civil aviation industry covers every field, and the shock is all around. The growth speed of civil transportation amount slows down or even decreases, and the impact on turnover volume of mail service is bigger than that of passenger turnover amount. With the spreading of financial crisis, under the background of industry recession, the competition within civil aviation industry strengthens. Seen from this angle, we can see that financial crisis brings certain challenge to the development of civil aviation industry in China. But in reality, it also brings new opportunities to it. The shock of financial crisis reduces the demand for international airlines, and under this circumstance, it actually provides opportunities for the airline transport capacity and development of competitiveness in developing countries. China can actively explore new international aviation market under the condition of sluggish market, increase the awareness of China airlines in international market, stabilize and enhance the market share of China airlines in international market. Financial crisis leads to the price fall of certain energy, which is beneficial for the cost reduction of civil aviation industry. However, in order to withstand the impact of international financial crisis, the country issued series of policies and measures, for example, capital investment and tax preferential policies etc. It these policies and measures can be used properly, and their roles are fully exerted, it can strengthen the ability of aviation companies to withstand risks. Due to the impact of financial crisis, each country in the world adjusts interest rate one after another to stimulate economic growth, and a low interest rate policy is quite favorable for the civil aviation industry that adopts a fluctuation interest rate.Civil aviation industry is in tough competition. The core factor of competition in each industry is the competition of human resources. Civil aviation industry is a kind of service industry. Under the challenges and opportunities brought about by financial crisis, the effective arrangement, reasonable development and management of the human resources in the civil aviation industry of China is very important. In order to enhance the efficiency of human resource arrangement, we should improve the human resource management system, and enhance the human resource management efficiency. To be specific, we should start from standardizing human resource management procedure, change the traditional management manner, use electronic information means to optimize data management, timely trace and update software of human resource, and strengthen the timeliness and systematicity of human resource management. We should timely update the current information of talents, such as degree, training condition, shift working condition, and work performance etc. so that the management can directly understand the current talent level and arrangement condition from the data, thus providing foundation for decision making in human resource adjusting. We should reduce the interference of man-made factors on human resource management, reduce the possibility of neglecting excellent talents, and also avoid the brain drain caused by man-made arrangement mistake.Under the background of financial crisis, the human resource managers of civil aviation industry should realize the significant of human resource management, and realize that human resource management means more than management of salary, disposal of attendance-taking and holiday leave of employees, job transferring and posts shift etc. micro problems, but also it should be a strategic human resource management. The human resource development and management of civil aviation industry should be combined with the operational strategy of the industry, and it should provide strong support for the industrial development and planning. We should understand the real meaning of people foremost, and realize treating human resource as the core, complete the functional change of human resource management organization, pay attention to the vital interest of talents, tap the potential of talents, and really understand the current condition of talents within the industry, thus providing all-around service for the overall enhancement of human resources.Civil aviation industry is a relatively special industry in transport, and its sensitivity to changes of macro economy is relatively high. However, the development condition of civil aviation industry will also directly reflect and influence the development of economy. In the price system of civil aviation industry of China, over high cost has become the common problem in each airline company. We should be far-sighted, and pay attention to the growth of demand for airline service. The so-called demand for airline service refers to the demand with ability to pay that people and cargo display in the aspect of space shifting through aircraft. This kind of growth does not only depend on the space shifting of people and cargo, but also depend on payment ability. If the cost of airlines is not controlled properly, and the cost of air travel exceeds the accepted paying ability of customers, it is not beneficial for the long-term steady development of civil aviation industry.The cost control should be done according to plan and steps, and in a systematic way. Different civil aviation companies do not only have the competition within the industry, but they also are strategic cooperation partners. Each airline company should have a higher level understanding about the relationship of them, and seek cooperation under the prerequisite of win-win of many parties. To be specific, each airline company can carry on cooperation in airline, fuel oil purchasing, and infrastructure etc. many aspects, and the guidance and management of the Civil Aviation Administration is also a favorable factor for promoting the intra-industrial cooperation of civil aviation industry.As for the management environment in current stage of China, the laws and regulations in the while economic development area are in the process of gradual improvement. Civil aviation industry is transport industry, and its related laws and regulations are not perfect, and it needs continuous improvement in the future development process. With the gradual maturity of competition main bodies in civil aviation industry, the laws and regulations will be improved, and the market self-discipline system in the industry will gradually mature. After the establishment and maturity of self-discipline mechanism in the industry, we should gradually reduce the supervision and administrative interference of government, gradually strengthen the supervision and control force of the industry, and finally realize the supervision and management system with government macro adjusting as guidance, with the self-discipline mechanism of civil aviation industry as the main body of supervision, and combination of government supervision with supervision of self-discipline organization. Therefore, in this way, the development of civil aviation industry will be more consistent with market rule; it can be integrated into international civil aviation system more readily, and the ability to adjust to market environment changes can be strengthened.Civil aviation industry is the barometer of economic development for a country. However, under the condition of continuous occurrence of air accidents in recent years, there are some problems that pressingly need the administration to pay attention to and study and solve them, that is, how to learn lessons from these disasters, how to correctly deal with the conflict between the scale of rapidly developing civil aviation company and the more and more tough airline safety situation, how to realize safe operation under the current international environment, and how to further improve safe operation and management system.We should grasp the beneficial opportunity of constructing a strong country through aviation, realize the combined development of civil aviation with other means of transportation, and create modernized integrated transport system; construct reasonably laid-out airport network system, cultivate airline passenger and cargo transport hinge with international competitiveness; quicken the extension and application of new technology, and enhance the guarantee ability of equipments; establish and improve initial airworthiness and continued airworthiness approval system, cultivate airplane maintenance companies with international competitive ability, and construct safe, stable and economic aviation fuel supply guarantee system; cultivate main body of aviation fuel supply market consistent with the demand of airplane users; comprehensively enhance the information level of civil aviation industry of China, and cultivate information technology and service supplier with independent intellectual right and international competitive ability; pay attention to enhancing the airworthiness of aviation equipments and comprehensive guarantee ability, cultivate aviation equipments supplier with first-class international management level; actively promote the establishment of high-level comprehensive coordination mechanism, and comprehensively strengthen the cooperation with financial institutions.
