At present,China’s economy has shown a transition from high-speed growth stage to high-quality development.High-quality development is the progress that can achieve the unity of economic,social and ecological benefits.It requires that economic growth and social progress are driven by innovation.As the practice of the sustainable development strategy,China National Sustainable Communities(CNSCs)has been exploring the new patterns and mechanisms for scientific and technological innovation and institutional change to promote the coordinated development of the economic,social and ecological environment,and playing a leading role in other regions since construction.Improving the innovation ability of the CNSCs is not only the self-construction mission,but also the inevitable requirement under the new development condition and stage.Shandong province now has 14 CNSCs(including 3 Advanced Demonstration Communities),ranking the second in the country.After long-term efforts,it has achieved rich results in many demonstration themes such as ecological protection,blue ocean economy,and agricultural waste resource utilization.However,the innovation capability of CNSCs in Shandong Province is lack sustaining development in the new stage of further building Innovation Demonstration Communities and replacing old growth with new ones.Based on this background,this study evaluates the innovation capacity of CNSCs in Shandong province,aiming to grasp the construction law of CNSCs,and provide reference for improving the innovation capacity,promoting to upgrade and break through the Innovation Demonstration Communities,and leading the replace old growth with new ones.Adopt frequency analysis method to collect and classify a large number of literature indicators of innovation capability evaluation and sustainable development evaluation.Based on the index frequency analysis table,according to the principles of index system construction and characteristics of CNSCs,finally,evaluation indexes system of regional innovation of CNSCs of Shandong has been built from the aspect capabilities of innovation support,innovation input,innovation output,environmental improvement efficiency,and innovation guarantee.Then collect index data from 2013 to 2017,calculate the four criteria levels with SPSS statistical software by principal component analysis,then got total score by equal weight.At last we try to put forward some suggestions.The main conclusions are as follows:(1)The innovative ability of CNSCs in Shandong shows obvious differences.Weifang High-tech Zone,Huangdao and Chengyang district of Qingdao,which are ahead of other CNSCs in all aspects of innovation and can provide strong support for regional innovation activities.The group with medium innovation ability includes Longkou,Dongying,Mouping,Changdao and Rizhao,which are in the catching-up stage with great innovation potential.The weak group includes Decheng District of Dezhou,Xiashan District of Weifang City,Yiyuan,Yishui,and Shanting District of Zaozhuang city.They are lagging behind others and need to focus on improving the innovation environment.(2)The ranking of innovative ability between CNSCs in Shandong has maintained a strong stability in 2013 — 2017.Among them,Weifang High-tech Zone,Huangdao and Chengyang district of Qingdao,Longkou have remained in the top four for four consecutive years,and the ranking order between them has not changed;In recent years,Mouping and Changdao have maintained the position of 6th and 7th respectively;Yishui and Shanting District of Zaozhuang city have ranked the last two places for the past five years.The ranking of Dongying and Decheng District of Dezhou,which fluctuated a lot,both dropped from 2013 to 2016,and then rose by about 2 places.Rizhao is the 10 th consecutive rise and maintain in the 8th position;The ranking of Xiashan District of Weifang City and Yiyuan fluctuated successively.(3)Innovative ability vary in different dimensions.The top three of Weifang High-tech Zone,Huangdao and Chengyang district of Qingdao,have the highest innovation support,innovation input,innovation output,and innovation guarantee capacity.However,it does not have a corresponding outstanding performance in the field of environmental improvement efficiency.For example,Weifang High-tech Zone ranked first in innovation capability,but environmental improvement efficiency ranked 7th,located at the middle level.In the middle and lower reaches may also have higher environmental improvement efficiency.For example,the innovation ability of the Xiashan District of Weifang City is located at the end,but its environmental improvement efficiency score is the first.(4)The innovative ability of CNSCs in eastern Shandong is generally higher than that in central and western Shandong.In eastern Shandong with a total of seven CNSCs,which in addition to Xiashan District of Weifang,Weifang High-tech Zone,Huangdao district of Qingdao,Chengyang district of Qingdao,Mouping,Changdao and Longkou,a total of 6 CNSCs,innovation ability scores and rankings are located before seven.The innovation investment of Xiashan District of Weifang is less with water source ecological protection theme,making the innovation ability in the middle level.Among the six CNSCs in central and western Shandong,except Dongying ranks the fifth,others rank the last six.The eastern region has a relatively good geographical advantage,better economic development foundation,sound industrial structure,strong innovation investment,and a relatively large attraction for innovative elements such as talents.CNSCs in the eastern region is generally has a relatively high innovation ability,which is in line with the basic laws of regional development. |
