The launched of 3G communication network in China brings business opportunities for many corporations. And it also makes the competition between corporations more fiercely. The competition between corporations not only appears in the fight for share of market, but also in the fight for talent, especially sales talent in communication industry. As sales people have the problems of on move frequently and with low comprehensive quality. So administers of corporations focus their attention on how to manage and assess sales talent efficiently.This essay takes Langfang Yongtong Communication Company as object of study, and raise my own opinions aimed at the problems existed in performance assessment of sales department. And I raise new performance assessment proposal with 360 performance appraisal method and management by objectives. This essay includes 7 parts. Part one is introduction. It sketches the research background of this essay, current situation of staff's performance assessment, research content and research methods to state the background and significance of this research, and the main research contents; Part two states the theory of performance assessment. This part expounds the basic theory of performance assessment, historical evolution, methods, principle and purpose; Part three analyses the current situation of existing performance assessment of Yongtong Company's sales department; Part four designs new scheme of performance assessment with management by objectives and 360 performance appraisal methods according to the problems existed in performance assessment. This part designs new target and weight of performance assessment, and designs assessment procedure. Part five states that implementation of performance assessment system of Yongtong Company's sales department includes formulates of performance plan, implement of performance assessment, feedback of performance assessment implementation and the application of performance assessment result. This part emphasizes the importance of performance assessment procedure. Part six sets related measures in system, thought and organization to make sure the performance assessment scheme carry our smoothly. The last part is conclusion. This part sums up this essay.The assessment system this essay designed helps company to clear the main problem in current performance assessment. It has practical significance and reference value in directing and promoting the career development of staff better and improving the level of management. Meanwhile, I hope this essay can be helpful for the design and reform of performance assessment system of small-and-medium-sized enterprises in our country.
