With the development of rural economy and socialistic new countryside, China's urbanization process is picking up speed. While rural road infrastructures are maturing, contacts and exchanges between urban and rural areas are becoming more tightly, and the scope and scale of personnel flow between urban and rural areas is also growing. In order to satisfy the traffic demand and eliminate the urban-rural dual structure's impact on the development of urban and rural passenger transport, it requires the integration of traditional public transport with various transport modes, especially short-distance road passenger transportation, and develops the integration of urban and rural road passenger transportation. The change of urban and rural road passenger transport management system and improvements of road transport infrastructure have created conditions for the integration of urban and rural road passenger transport. However, the subsidy differences between urban public transport and urban-rural passenger transport route become the obstacle to the implementation of the integration of urban-rural road passenger transportation. Therefore, it is necessary to establish a subsidy mechanism which is conducive to urban-rural passenger service equalization, so as to guarantee the sustained and healthy development of urban-rural passenger transportation and advance the development of urban and rural road passenger transportation integration.The paper, firstly, introduces the research background and significance of urban and rural road passenger transportation integration, and summarizes relate study at home and abroad to provide a reference for the paper. Secondly, reviews related theories, learns the definition, research object and characteristics of urban-rural road passenger transportation integration, analyses the main content of integration and elaborates the development of China's urban-rural road passenger transportation integration. Thirdly, studies the related subsidy mechanism concepts of urban-rural road passenger transportation integration, analyses policy differences between urban and rural road passenger transportation subsidy, elaborates the necessity from its quasi-public goods property and externality aspect, introduces the status of subsidy mechanism of the urban and rural road passenger transportation integration and analyses the problems of current subsidy mechanism. Fourthly, summarizes the experiences of public transportation subsidy mechanism abroad. Fifthly, establishes a subsidy mechanism of the urban and rural road passenger transportation integration which includes subsidy objects identification, subsidy method establishment and subsidy effect evaluation. In the end. applies the established subsidy mechanism on Chengdu city urban and rural road passenger transportation integration to conduct a case analysis.
