With the accelerating of new rural construction and urbanization, the contactbetween urban and rural is becoming more closely. To meet the demand of urban andrural residents, it is necessary to accelerate the development of urban and ruralpassenger transport, to realize the integration of urban and rural passenger transportsystem and to provide strong support for urban-rural passenger transport integration.Urban-rural passenger transport integration can not only meet the demand of urbanand rural residents, but also can achieve the optimal allocation of resources. Althoughthe urban-rural passenger transport integration has made certain achievements inmany cities, but there are also many problems, it needs to guide and support thedevelopment of public transport. This paper studies the financing system, operationmanagement system, financial subsidy mechanism, policies and regulations ofurban-rural passenger transport integration.Analysising the existed problems in process of financing, based on summaringthe financing mode of urban-rural passenger transport integration. Using the methodof SWOT based on DS/AHP to select the financing model of urban-rural passengertransport integration in preliminary. Financing efficiency evaluation system isestablished. Using the comprehensive evaluation method which based on the theory ofgrey to select the financing model again, finally the most optimal financing model ofurban-rural passenger transport integration is obtained.To the problems of passenger transport enterprises or individuals’ entering thepassenger transport market, operation process and exiting passenger transport market,setting up the market access mechanism, market supervision mechanism and marketexit mechanism. The operations management system of urban-rural passengertransport integration has been made. To meet the travel demand of urban and ruralresidents, it is necessary to improve the operation efficiency of urban-rural passengertransport integration.In fiscal subsidies, the existing subsidy is based on the actual losses of buscompanies to give a certain amount of subsidies, and not contact the actual operatinglevel of the enterprise and the passengers’ satisfaction. In this paper, firstly, theconcept of passenger satisfaction and influence factors have been analysised, and thenpassenger satisfaction measurement model is put forward based on the theory of structural equation, finally, the passenger satisfaction as the main influence factor, putforward the integration of urban and rural passenger transport subsidies calculatingmethods.Finally, suggestions of the policies and regulations of operation management andmarket operation are given to promote the development of urban-rural passengertransport. On the operation management, suggestions of organization, management,financing and supporting policies of government are given. In the market operation,establish the efficient passenger market main body and lead large-scale road; establishastrictly market access system and standardize the passenger market; formulate thereasonable market price policy and reform the price system; build a perfect marketexit mechanism and promote the survival of the fittest.
