A big country with a vast territory, like China, hundreds of thousands of natural and artificial calamitieshappen every year. During a long time after disaster strikes, the government and the society put tremendous manpower, material resources and financial resources into disaster/calamity relief and post-disaster reconstruction. The emergency logistics has resulted in great casualties and property losses in the unexpected natural and artificial calamities. Owing to it, the loss make up about 15% to 20% of total loss, for instance, the 2003 SARS cost China 17.6 billion U.S. dollar, in which the loss of emergency logistics about 3 billion U.S. dollars. Snows havoc of southern region in early 2008, Wenchuan earthquake and other natural disasters have demonstrated it. Wenchuan Earthquake killed nearly 7 million, while missing about 2 million, causing 845.1 billion RMB yuan in direct economic loss, and the ecological environment has been seriously damaged.It certain includes the recent H1N1, but also result in a more serious losses. This type of public and paroxysmal affairs emerges in an endless stream, causing huge losses in terms of life and wealth.From the event in the past, in the process of disaster relief and prevention of its expansion requires a lot of emergency supplies to reduce various public emergency, to accelerate post-disaster reconstruction, to speed up the restoration of order and production. Therefore, how to make the relief supplies reach the needs of the transport vehicle safety at the demanding point within the short time possible is the one of the sixty-four-dollar questions. For that reason, the emergency supplies path optimization of transport vehicles has been a significant subject.
