Research On Based On Game Thiery Revenue Distribution Of The PPP Model

Nowadays the social requirement for public products and services have become increasingly high, as well as variety of their shapes, especially in China, the economic and social development has accelerated the people to further the public requirement for public products and services. For this requirement of society, the government's investment for public infrastructure, public utilities is increasing greatly, while funding gap has become a contradiction. Now it has been a big problem for many nations; therefore governments turn to private capital. The public sector-private sector model, named PPP (Public-Private Partnerships) financing model, accordingly emerged.This model is undoubtedly a useful addition to meet the fund needs of public facilities. It is noteworthy that the government and the private sector differ from their expectations. Government, by cooperation with private sector, expects to ease the fund gap of public infrastructure and accelerate the development of construction and public facilities. However, private sector, by cooperation with governments, expects to get a certain desired return on their investment. Therefore, in the process of bilateral cooperation, the issue of revenue distribution is a focus on the two sides. This dissertation, by means of game theory, will computer the revenue distribution ratio and discuss decision-making and behavior of government and private-sector under two revenue distribution patterns of PPP model..First, the dissertation will draw a conclusion on current literature and research results about PPP model and revenue distribution to propose main content and research routes of this dissertation. The main content of this dissertation is:theory of PPP model, classification of PPP model, and process of operation of PPP model etc; this part will focus on specification on the issue of revenue distribution of PPP model, and to a certain extent, reveal the essence of the issue. At the same time, combined with current construction and operation of PPP on our nation, come up with some existing problems. For different distribution patterns, this dissertation will discuss different methods. Fundamentally speaking, the dissertation divides■ revenue distribution of PPP model into two patterns including fixed payments and input-output share pattern. For fixed payment, the dissertation indicates that the essence of this pattern is a process of bargain during the negotiation between government and private-sector. By establishment of bargaining model, the dissertation will discuss this pattern, especially focus on analysis of the discount factor of the bargaining model, which will analyzes the issue from negotiation cost, opportunity cost of negotiation, risk sharing, and the snatch degree of negotiation. For input-output share pattern, the dissertation actually indicates it is a multi-stage dynamic game under the incomplete information condition. Through the establishment of multi-stage dynamic game model under incomplete information, the dissertation will come up with the algorithm of revenue distribution ratio and their best output level.
