This paper discusses the theory of international trade on environmental pollution, examines the development of China's foreign trade and industrial COD pollution status. According to Divisia Index Decomposition, studies impact of China's industrial economic development on regional industrial COD discharge. Then, according to the input-output analysis, makes comparative analysis of the import and export emboodied industrial COD pollution in 2002 and 2007.Research suggests that regional economic development imbalances around the impact on industrial COD discharge. Scale effect increases the industrial COD discharge yearly and higer in Eastern area. Structure effect and Technical effect decrease the industrial COD pollution in most areas. The more areas economically developed, the more maily impacts of economic development on the industrial COD discharge in scale, technical effects and structural effects.In 2002-2007, the industrial COD pollution terms of trade are less than 1 yearly, indicating that China benefits from trade, has not become trade pollution haven.But a rising industrial COD pollution trade embodied should be paid attention to, Which should continues if the technical progress can't catch up with the increasing trade growth. Units of pollution export and impor embodied are more affected by technical progress while PTOT index is more affected by structure changes. And the impact of both technical progress and structure reasonal changes are more than that of either.
