Study On Perfecting The Housing Security Policies Of Rural Migrant Workers

Rural migrant workers have made massive contributions to our country's urban construction and social economic development. However, their housing conditions are worrying, for their living places are generally crowded, simplely-equiped,and tending to incur security hazard. Obviously,the rural migrant workers'housing conditions are violating social equity and justice. After analyzing the causes of these phenomena, we have found that superficially these poor conditions are incurred by low income of rural migrant workers in the city, weak ability of self insurance and meanwhile lack of efficient housing security, but the deep reasons of these conditions exist in the policies which lacks social justice ideology in its production.In order to protect the rural migrant workers'housing rights and interests, and alleviate or solve their housing problems, this paper, based upon the questionnaire and informal interview about rural migrant workers'current housing conditions, attempts to discuss about the striking significance of perfecting housing security policies for achieving social harmony,to evaluate the present policies, and moreover, to probe into the perfection of defining rural migrant workers'housing security policies and advance suggestion for the perfection of housing security policies for them.In order to realize the justice, efficiency, practicability of rural migrant workers'housing security policies, this research, based on social justice and our national conditions, guided by the outlook of scientific development, adhering to the people-oriented principle, poses the following proposals for the perfection of rural migrant workers'housing security policies. Firstly,laws should be established to safeguard the rural migrant workers'housing rights and interests. Secondly, reform the systems of household registration, elections, etc.Thirdly,rural migrant workers'housing demands should be divided into two types:permanent residence and temporary residence. Housing supply should be taken as the main tactic while housing reserve funds and housing subsidy should adopted as supplementary measures.Housing funds collection and housing supplies should be increased through multi-channels.Incorporating rural migrant workers into the urban housing security system should be taken as the goal,the formulation of undifferentiated housing security system between rural migrant workers and citizens should be taken as the terminal aim, and the transitional measures should be perfected meanwhile. National, social(mainly employing companies or units), rural migrant workers'individual responsibilities and rights should be defined. The country dominates meeting the appealing of permanent residence, employing companies (units) are the responsible body of temporary residence, and rural migrant workers, depending on themselves, solve housing problems and accomplish housing security task through positive cooperation. Fourthly,rural migrant workers'self-security-ability should be improved.
