The Research On The Policy Innovation Of Housing Security Of Rural Migrant Workers In The Theroy Of Embeddedness

Only with a comfortable housing can people have a happy life. The housing is one of basic conditions for the peasant worker to live in the city. However, the current living situation of migrant workers is not well, which has been an important resistance of the process, transforming farmers into urban residents. With the alternation of peasant worker generations, the problem of housing security will be even more pronounced.The Ministry of construction, national development and Reform Commission, Ministry of finance, the Ministry of labor and social security and the Ministry of land and resources Release 《The State Council formulated the guidance on improving the living condition of the peasant worker》 in2007, which fully opening the prelude of the reform on the housing security for China’s peasant workers. And, Local governments had made some meaningful innovation to explore according to their own circumstances, playing a certain practical utility on improving the living condition of the peasant worker. After all, the innovation on housing security for the peasant worker is at the "opening" stage. Policy Innovation maker has no experience to follow, just as "conscience stones to cross the river." Owing to lack of systematic and normative, the policy was often deviated from the actual housing needs of migrant workers, resulting in a waste of resources. Therefore, exploring the practice of housing protection for migrant workers and analyzing the ongoing policy innovation have important theoretical and practical significance.This paper mainly used the embedding theory, expounding the following four issues. Why we make innovation on housing security for the peasant worker? What innovation need we make? What innovation should we make? How can we make the innovation? According to the above four issues, this paper build the analytical model, taking Hong Shan district of Wuhan as an example. Through the standardized research and empirical research, this part attempts to find answers to the above four questions.This paper includes six parts:The first part is introduction, including back ground of setting up question, research meaning, domestic and international research current situation, the definition and analysis of important concepts, theoretical tools, research methods and the overall framework, which also expounds the key issues and innovative intent of this paper.The second part expounds an analytical model about the innovative policy of the housing security for the peasant worker, basing on the embedding theory. Based on this thesis that the behavior of the actors and their results are subject to its embedded social environment, the theoretical framework of this study is built according to the four innovative questions mentioned in the introduction.The third part makes an empirical analysis on the innovative policy of the housing security for the peasant worker, taking Hong Shan district of Wuhan as an example. This part mainly used SPSS statistical software to analyze the questionnaire data. On the basis of the analysis on the characteristics of migrant workers housing support and the factors affecting the running of the peasant workers’housing security policies, this part examined the Hong Shan model, combining with the achieved conclusions. In this part, the six challenges which the peasant workers’housing security policies will face are also analyzed.The fourth part talks about the adjustment on the aims of the innovative policy on the peasant workers’ housing security, taking a moderately embedded view. This part mainly explores the issue that what should innovation we should make. Under the guidance of the moderately embedded view, four value orientations of the peasant workers’basic housing security policies are extracted, aiming to guide the innovation policies.The fifth part aims to propose some strategy options on the deepening of innovation on peasant workers’ housing security policy, basing the combination of the embeddings. This part mainly talks some strategic choices on how to promote the innovation on peasant workers’ housing security policy. In view of constraint existing in the current social conditions, this part holds that the only way to deepen the innovation on peasant workers’ housing security policy.The sixth part the research summary and outlook of the overall paper, mainly making a summary of the above analysis.The innovation of this paper is reflected in the following four aspects. The first innovation of this paper reflects in the research content. Although, there have bee many paper about the housing security for the peasant worker, there has no person who specifically discuss this topic about the housing security for the peasant worker. The second innovation of this paper reflects in the research perspective. This paper makes an organic combination of "what to see" and "how to do", when using the embedding theory. And under the guidance of the four innovative problems, this paper has formulated a set of theoretical framework about explaining the problem to solving the problem. The third innovation of this paper reflects in the systematic analysis on the "integrated model",made be Hong Shan district government. Through the systematic analysis, there come up some useful conclusions. The fourth innovation of this paper reflects in the answer to two questions about housing security for the peasant worker. The two key questions are that what innovation should we make and how can we make the innovation. The answer of these two issues will contribute to innovation of the housing security policy for peasant workers.
