China's forest resources cities have experienced sharp economic decrease after the resources have been overly exploited. The contradictions and problems of sustainable development in those cities have become increasingly prominent. Both domestic and abroad all have the experience and mode about how to promote the transformation. This paper draws a case study on the economic transformation of the Yakeshi city on exploring the sustainable development as a forestry resource-based city,with research methods such as literature analysis,comparative study and social surveys,etc. Trough the analysis and research on the transformation model of domestic and foreign cities,it can be seen that China's forestry resources cities should stick to the combination of being government-led and market regulation oriented,and walk the road of the industrial compound.Trough the analysis on empirical research and transformation model of Yakeshi,certain experiences can be drawn by the forest resources cities,such as emancipating the mind and promoting sustainable development,orienting the city's development based on the local reality,forming a scientific and effective strategic planning,selecting a reasonable industrial structure and leading industries,optimizing investment environment and developing the regional comparative advantages,and activating vocational education,training and expanding channels of re-employment and placement,etc. At the same time,it should be noted that the problem is,as the market regulation and control are not perfect,the government shall play a leading role in the transformation of forest resources cities at the early stage of development in transition. With the constant improvement of market functions,the corresponding dominant organ would be adjusted accordingly. The government should follow the principle of "Dos and Don'ts" as to make the market regulator to fully play its due role in the future development. Finally,also according to the practical difficulties, recommendations are made to Yakeshi and other forest resources cities respectively. The innovation of this paper is that experiences could be concluded for the development of other cities from the systematic research on analyzing the role of government in the development and transformation of the forest resource-based cities and from the case study of the city on Yakeshi.
