| Tendering and bidding have features of open, equity and justice. It is important not only for improving the market economy system, the reasonable distribution of social resources and economic efficiency, but also for ensureing project quality and cleaning up market,or played an active role in preventing corruption. Now there are many problems in the bidding process, for China's bidding regulatory mechanism is not sound. Taking the supervison machanism in building tendering and bidding is subject of this paper. On the basis of using the theory and practical experience in China and abroad, we probe into the status and problems which existing currently in tendering and bidding supervison mechanism of Gansu Province. The methods of sociology, management, economics and law are used in systematic analysis to reforming and improving the supervision mechanism of Gansu Province's tenderings and biddings.Full-text is divided into six parts.The first introduces the researching background, content and ideas.The second part analyzes the characteristics and principles of public bidding, with stressing on the monitoring measures of behavioral analysis.The third part systematicly takes consideration of the main problems and their causes in Gansu Province bidding supervision now. The fourth part summarizes the advanced experience of bidding approach in order to assist Gansu Province. The fifth part presents the strategy in reforming and improving of the monitoring mechanism in this province, and elaborating on the laws and institutions, regulatory elements, regulatory procedures, the agencies and service system, perfecting the construction of the physical market for the carrier's public service system aspects of the building. The sixth part comes to the conclusion and views the prospect for the future. |
