Since the 60s of the 20th century, with the continuous improvement of productivity, the contradiction between human and nature is becoming prominent increasingly, which manifested in the destruction and increasing depletion of resources,environmental pollution and deterioration. This has affected the sustainability of development and put people home at risk. The revenge of nature forced people to think deeply about humans development patterns. In this case, the thought of circular economy of emerged. Circular economy is a kind of ecological economic in nature, it requires changing the traditional economic model of linear one-way flow into feedback loop for the flow of economic model.With the clean production technology, resources recycling technology and environmentally sound technology as the main carrier, with the Reduce, Recycle, Reuse as the main principle, to achieve goals of resource conservation and environmental protection. Although circular economy despite appeared late, but its importance attached by many countries. In the past 30 years, reform and opening up in China made national economy developing rapidly, but the by-product of developmentā€”resource destruction and environmental pollution are getting shocking extremely. The changes in mode of development is not only the objective situation but also the inevitable choice for people to seek a harmony and better life.Through analysis,we can know that Gansu is a less developed province in the west, the basis of economic development is poor, weak economic foundation, but the Gansu provincial government attaches great importance to the development of circular economy, both in circular economy start time and the achievement, all lead the other provinces of China.In 2009, the State Council approved the development of circular economy in Gansu Province, and regard Gansu as the circular economy pilot provinces, this provide a great impetus to the economic development of Gansu. At present, although the development of recycling economy in Gansu is facing the unfavorable situation of the lack of thinking knowledge,the weakness of business sense in participation, the relative lack of funds and other unfavorable factors, but Gansu has the natural resource endowment, the more solid talent base, a relatively complete industrial system, more accessible location conditions, coupled with some working basis.so,to develop the circular economy is a correct and rational choice, it is also a rare opportunity to promote development of economy and society.Firstly, the origin of the circular economy was discussed,the theory of circular economy and ecological economics, the theory of sustainable development theory, the contents of the modern market economic theory was presented,which are all related to the circular economy theory. Furthermore, the cycle of economic theory and development was reviewed, which naturally leads to the need for development of circular economy in Gansu, the main problems is facing and the favorable development conditions. Then through the use of quantitative and qualitative analysis methods, analyze the natural social basis and the present of economic development in Gansu. A general idea of circular economy development, specific measures and methods of the path are put forward, that is do a good job in macro-oriented enterprises, to create circular economy,to build a circular economy micro-foundation; do a good job in the circulation, construction of the Industrial Park to build a cycle of regional economic base; promote the large circle system of resource-saving industrial and build environment-friendly society. Finally, investigate protection of the laws and regulations, management systems, technology services and organizational leadership system about circular economy.
