A Study On The Strategy Of The County Economy Development In Tibet

The 16th National Congress of Chinese Communist Party propose the solgan of "expanding the county economy", taking the development of county economy as one of the most important tasks in the construction of a comprehensive well-off society. Through 30 years'reforming and opening up, the county economy has made great progress in the Tibet. But the total economic output is still relatively small, the ability of self-accumulation and self-development is weak. These factors have seriously hampered the development of county economy in Tibet. Therefore, it is urgant to explore the strategy of development of county economy in Tibet.Under the guidance of the basic theories about county economy, this paper utilizes regional economics, development economics and industrial economics to discuss the strategy of Tibetan economic development.In the light of theories of growth pole and dual economy, the first chapter makes a detailed exposition on the theory of county economic development and constructs a evaluation system of county competitiveness.After a survey of the history and current situation of Tibetan economic development, the second chaper makes an analysis of current problems in the development of Tibetan county economy, such as, the scale of economies is too small, the pace of structural adjustment is slow, the function of towns is single, the public facilities lag behind, the dual economy is prominent, the capacity of self-development is not strong.The third chapter provides a conception on the development of Tibetan county economy based on an analysis of constraints and advantages in the Tibetan economic development. It holds that the development of Tibetan county economy must focus on the development of the "three rivers" area as the center of the economic zone, optimize the layout of the county economy and form clusters of county development.The last chaper, based on reality in Tibet, puts forward main measures to promote the county economy, such as, strengthening the basic status of agriculture and animal husbandry, accelerating the development of human resources, speeding up the reform of household registration system, improving the social security system, quickening the process of industrialization, co-ordinating urban and rural development etc.Through the exploration of the county economic development in Tibet, this thesis makes a brief plan on the development of Tibetan county economy. It is hoped that this discussion can provide some advice on the Tibetan economic development.
