In this paper, it defined the study scope of dynamic control of project cost.It also proposed the principle of engineering cost control on the phase of project implementation and three project cost control systems, such as the planning system, the dynamic monitoring system and the adjustment system.Depth in subsequent chapters, it specifily analysised the three systems to control its cost, to achieve a true sense of the dynamic control of project cost.In the planning system, it firstly use WBS theory to decompose subunit of project,which provided for deciding division of the project's plan. To analyse the shortage of current cost approach of the project plan, come up with a new method which combines with WBS theory and work time schedule to compile project cost plan.In project cost monitoring system, according to investigating projects which have been constructed, use fuzzy mathematics to calculate the similarity between proposed construction project and constructed projects, and determined the most similar projects with the proposed construction.Finally, though using grey system GM (1,1) model based on existing project information to measure the price date of proposed construction. Then,accord with the earned value and quality control theory to construct the earned value-monitoring control chart model.By the model to calculate the control parameters, to determine criterion belong to the model.With the criterias to monitor the implementation of project cost is called real-time monitoring.In the engineering cost adjustment system, against to the error messages of monitoring system analysis many of facters that affect deviation of the project cost.By survey method analysises the weight of each factors and array the weight from big to small.At last establishs an appropriate adjustment measure to project cost deviation. On last of this paper, by using the engineering case tests the project cost control overall mentality and the dynamic control principle. Predicting the actual construction cost of the proposed works, then analysis the cost deviations with control model in the project implemention and concrete on each of deviations to formulate specific method to error adjustment.It is demonstrated scientific and practical of the planning system, dynamic control of project cost system, monitoring system though the actual case.
