The socialist market economy and every cause of society develop rapidly since reform and opening up in our country, in which appears prosperously. However, the contradiction between the high-speeded increase of economy and limitation of natural resources have become increasingly. The land resources of our country are lack, meanwhile, the urbanization process is in the primary stage of its development, and social development and land expansion are rapid. Whether from the view of protecting land resources, perfecting land science, or social development and reasonable configuration land, it is very important to research on evaluation of land intensive utilization and its results application.Under the coming new general land use planning background, we putted forward a new meaning of land intensive using basing on the general land use planning, combining with the features of general land use planning in county region, and discuss the whole intensive land using category of county region by generalized land concept, basing on the features of general land use planning in county region. According to the system theory, basing on the attaining evaluation purpose and different system characteristic, we established the evaluation index system and selected the evaluation method which aim at two subsystems of land using system, building land and farming land, and all of that are the base of practice on land Intensive utilization evaluation. Then taking LuLong County as an example to evaluate intensive utilization degree of two subsystems, and obtaining the result. By analyzing land Intensive utilization evaluation result and its features, and combining with problems of planning index decomposition, we applied the result to decomposition. In this paper, we got the following conclusions:(1) According to the system theory, dividing land using system of county region into two subsystems, building land and farming land, and establishing the evaluation system by discussing on the correlation theory of land intensive utilization.(2) Basing on the features of intensive utilization evaluation system of two subsystems, selecting suitable method, and taking LuLong County as an example to evaluate intensive utilization degree of two subsystems. The result suggests that the average level of urban land intensive utilization degree is low, the intensive utilization index of farmland is 0.0982, and the average intensive utilization index of building land is 0.3511.(3) Analyzing the merging point of intensive utilization evaluation results and planning index decomposition, by means of principal components analysis method, applying the intensive utilization evaluation results of building land as a factor to the process of newly-increasing construction land index decomposition. The result shows that the distribution proportion of building land in,LuLong County can be divided into four levels: LuLong Town, ShiMen Town and LiuTian being the first level, and the proportion being higher than 10% by model calculation; MuJing Village, YinZhuang Village and YanHeying Town being the second level, and the areas being respectively 58.80hm~2, 49.611hm~2 and 47.87hm~2; ShuangWang Town, HaBo Village and ChenGuantun Village being the next level, and the areas being respectively 42.67 hm~2, 41.82 hm~2, 39.09hm~2; PanZhuang Town, LiuJiaying Village and XiaZhai Village being the last level, and the areas being all less 35 hm~2.(4) LuLong County and LiuTian County, with areas of farmland being 4060.6hm2 and 3648.2hm2 , have the most decomposition index, by using farmland intensive utilization evaluation results and modifying decomposition model by intensive utilization index. LiuJiaying Village, with areas being 1408.3hm~2, has the least decomposition index. The modified model shows higher science by comparative analysis.
