| Performance appraisal has always been the most important and difficult in human resource management activities. At present, the studies of performance appraisal system in the field of business management has been more systematic, in-depth and mature, and its theory is quite effective in guiding practice. Public institution is a key component of our national economy and promotes social development. However, its performance appraisal has lagged due to its special status and functions.In China, importance has been attached to performance appraisal in human resources management of public institutions in some degree. However, with increasingly complicated social environment and scientific management of organization, performance appraisal of China's public institutions has been unable to fully meet the requirements of practical work and has exposed many problems and defects no matter in terms of means, contents or procedures. How to understand these problems better and make improvements is no doubt a meaningful subject in performance appraisal of China's public institutions.Taking the writing of current situation of performance appraisal for public institutions as the starting point, this paper analyzes the existent problems. By referring to relevant materials at home and abroad and some more familiar and practical performance appraisal theories, this paper raised the idea of performance appraisal tools libraries based on modern human resources management theories and the performance appraisal for civil servants and enterprises so as to achieve conciseness and practicality. Taking Shaanxi Jinghuiqu Administration as an example, this paper puts the theory of performance appraisal tools libraries into practice. Through the study of performance appraisal tools libraries, the author attempts to establish a performance management mode which follows the general rules of performance management for public institutions and accords with specific situations of China's public institutions so as to improve the performance status and service level of China's public institutions. |
