Public sector performance appraisal is an effective approach to improve the efficiency and efficacy of public sectors. Quality Technique Supervising Department is an important composing part of public sectors and the quality technique supervising work can affect greatly to the economic society. Therefore, it is of great practical significance to do research on performance appraisal of Quality Technique Supervising Department.On the basis of referencing the experience home and abroad, this paper exerts the approach of performance prism widely applied in performance appraisal in Britain corporations. In the first place, the basic theory of public sector performance appraisal is introduced, and then the paper analyses the types, standard, indices, methods, new orientation as well as the straits and outlet of the performance appraisal.In the second place, by comparing the approach of performance prism introduced from Britain corporations with that of performance appraisal applied in common presently, the paper analyses the feasibility of performance prism applied in public sectors. Furthermore, it also sets up the theory framework of public sectors.Finally, combining with the idiographic instances of the Quality Technique Supervising Bureau of Sichuan, the paper modifies the approach of performance prism and establishes the model of performance appraisal of quality dictation department based on performance prism. In accordance with the 33 indices with which the State Ministry of Personnel appraises the performance of the government, the paper sets up the index system of performance prism in performance appraisal of Quality Technique Supervising Department. It also takes examples on measuring indices of citizen satisfaction combining with the theory of customers' satisfaction.The approach of performance prism gains a new way to the public sector performance appraisal of our country. It is of great significance on the performance appraisal of China's Quality Technique Supervising Department, and has a good reference value for performance appraisal of other public sectors as well.
