Rural information is an important part of the social information, which promotes rural economy and is an important factor of pushing China national economic development. At present,rural information construction is an important task in our government, so speeding rural communication development is a matter of much urgency. Through research on the development and marketing of the rural communications market, we can develop new growth point of the telecom industry, expand development space of the telecom industry and improve comprehensive competitiveness of the industry.This paper embarks from the marketing theory, proposes the market segmentation and position of Haiyang Telecom by analyzing the macro-environment and micro-environment of Haiyang Telecom, and the internal conditions of Haiyang Telecom. According to Haiyang Telecom's existing resources and the characteristics of multi-service, we'll formulate appropriate marketing strategies to save the amount, and gain a surge in the amount. According to the characteristics of Haiyang rural areas and the farmers'needs, we'll develop attractive business to meet the farmers'real needs, and achieve a win-win result. According to the enterprise development need, we'll accelerate rural broadband marketing, develop Information technology applications, and get various multi-level promotion of development of converged services. Meanwhile, we'll guide farmer consumers to use the products of China Telecom, and solve their communications needs in the final purpose of capturing the rural market and expanding market share objectives. In the paper Haiyang Telecom existing range of issues in marketing are pointed out and I'll explore strategies to address these issues and methods.
