The Evluation On The Development Superiority Of Olive Industry In Wudu Of Gansu Province

Evaluating the development superiority of the agriculture product is the premise of ascertaining the competitive industry, and the basis of adjusting the agriculture industry structure in an area. The paper takes the olive industry in Wudu County as a case, applying the theory of industry superiority and the method of comparative study, to analysis the condition of olive industry in Wudu County and the key factors affecting its superiority position. Then, drawing up the industry upgrading plan to offer the suggestions for formulating the olive industrial policy, which would give full play to resources superiority of olive industry in Wudu County, transform the industry development pattern, and adjust the agriculture industry structure.On the basis of development status quo of olive industry in Wudu County, the paper analyses the elements, with the start of external environment and internal factors affecting industrial development superiority. The outside environment is mainly endowed by natural and social conditions, and relevant industries, including factors, dement, supporting industries,circulation condition, opportunities and policies. The internal factors comprise bodies of production, processing and selling, associations and the development strategy of market bodies. After analysis, the main problems obtained to be as follow: lacking fund to support the development of industry; the improved variety coverage is not good and the standardization of nursery stock breeding is undeveloped; the lack of professional and technical personnel, and the planters with little professional knowledge; the proceeding factories are small, which produce a little part of further proceeded productions, and don't have enough power to open up the market quickly.Basing qualitative analysis on influencing factor of industrial development superiority, the paper gives a quantitative analysis to the development superiority of olive industry in Wudu County with comprehensive advantage index. First, comparing olive industry in Wudu with that of Guangyuan and Dazhou, which are the two biggest proper regions in Sichuan province, by the advantage indices, to prove that the Wudu's olive industry has an advantage either on scale or productivity. However, with the speeded development of olive industry in other regions, the scale superiority of olive planting in Wudu County may be challenged. Second, comparing the advantages of three biggest economic forestry in Wudu county, that are olive, bunge prickly ash, and walnut. The result shows that the advantage index of olive is goning up quickly, and on the way of exceeding the traditional regional characteristic industries.According the result of qualitative analysis and quantitative analysis, for the main problems in the development of olive industry in Wudu, the paper at last propose some advices: (1) improving the variety and quickening the establishment of improved olive variety garden and olive base; (2) improving the conditions of public service; (3) building then perfecting the supporting science and technology system, popularizing and applying the advanced planting and processing technology; (4) enhancing the management of all sections in the industry, perfecting the relevant standards, and carrying out the strict normalized production; (5) promoting the growing of olive processing industry, supporting the factories'growth and expending, and setting up the brand;(6)developing the circulation system and exploiting the markets.
