The Investigation And Analysis Of Sichuan Wudu Water Diversion Project Investment Benefit

Evaluation of economic benefit is an important way of making rational decision on a project and it is the basis of analyzing risks for an investment. The core factor of economic evaluation is to study and analyze the economical benefits and social efficiency. Economic evaluation on water conservancy project is considered to be an essential measure of guaranteeing the sound operation of a project and improving the economical benefits of the project.This article starts with the history of water conservancy project and the contemporary management model used in the construction of water conservancy project both domestically and internationally, then analyzes the performance of economical benefit, social efficiency and ecological benefit of a large-sized water conservancy project and comes up with an idea of economic evaluation of water conservancy projects by combing theories such as externalities and public goods investment theory and water right theory.As a non-profit project, the water conservancy project has its characteristics of long-term construction, huge investments, complex structure and enormous uncertainty factors that will affect its construction and economical benefit. Because these factors are influenced by some objective conditions such as politics, economy, society and nature, the economic evaluation on water conservancy projects needs multi-dimensional analysis. Building the economic evaluation system on water conservancy projects is not only good for rational decision at the initial time but also useful in managing the operation of the project after its completion of construction and directing the managers to develop its overall benefits. The author combined her experiences of managing construction of a water conservancy project in Wudu, Sichuan and the thorough investigation of investment, facilities management and performance of the project to reveal the key elements of good performance of the projects and to provide suggestions for management of investment, project and facilities in order to improve the project’s performance to a greater level and to give inspirations and ideas on the work of economic evaluation for the ongoing and future water conservancy projects.
